Under the environment of the globalization,network,information,the rapid penetration of the mobile Internet,intelligent terminals and the implementation of the 2015 "Internet plus" action plan,Government WeChat,administrative microblog and other new medias have developed rapidly.As a new type of E-government tools,Government We-Chat not only contains a huge economic value,but also a new platform to enhance the state governance ability and national development.which is greatly improving the information exchange and positive interaction of the CPC and government organs,social organizations,citizens in the new environment,and providing more effective support for economic development and social progress.Government We-Chat with the functions of the transmission of government information and the provision of public services,which to a certain extent,facilitates the public on the government information access and public service needs.The traditional way of information transmission,access and service content is forced to change and innovation,and gradually showing the development trend with the popularity of information dissemination,the convenient of access,the convenience of human services.Thanks to China's information construction process,the further development of information technology,China's e-government construction in the transformation of government functions and the provision of public services played an important role.And the "Internet plus" strategy put forward and practice,but also for the development of Government We-Chat has brought development opportunities.As a new platform for Government information disclosure and new tools of government service,the use of Government We-Chat to carry out government information transmission and provide government services is conducive to the multi-governance of the main political participation,the reduction of government governance costs,the government public opinion to enhance the ability to guide and the provision of regional party public services.It is not only the innovation of social management mode,but also a realistic demand for a service-oriented government,responsible government in China.How to use the Government We-Chat to build a better service-oriented government and how to ensure the healthy development of Government We-Chat become a worthy of research and thought.By the end of 2016,many government departments of Shandan County opened a Government We-Chat,which has played a positive role in the transmission of government information and the provision of public services.Due to subjective and objective factors,it is still in the primary stage of exploration.The majority of Government We-Chat Functionis relatively simple,stayed in the official information transmission stage.On the whole of Gansu Province,the development of new media situation in ShanDan county is behind of the other areas in Gansu province.This paper summarizes the relevant concepts and theories of Government We-Chat,synthesizes the present situation and potential value of China's Government We-Chat and investigates and studies the two types of Government We-Chat existing in Shandan County,combining with the network big data analysis platform,focusing on the Shandan County more representative of the three Government We-Chat.On the basis of empirical analysis,this paper summarizes the existing problems in the operation of Shandan County's Government We-Chat,like the role definition,the operation mechanism,the exchange service,the time messages and the technical funds.Finally,according to the problems of Shandan County's Government We-Chat,combined with the Government We-Chat function to improve the function of the development level of high-level construction experience,put forward the improvement of Shandan County's Government We-Chat development strategy,the author hopes that this research will help to promote the healthy,orderly and healthy development of Shandan County's Government We-Chat,and finally to the broad prospects for the development of Government We-Chat can provide reference for the significance.
