| With the cities’ development,suburban areas continuously get involved into the city overall planning,demolition development produces a large number of landless peasants.Their children are the second generation of people who gain from house removal system.We call them “The second generation of demolition”.While,at the same time,because of the land requisition system not being perfect,people’s stale idea,low personal quality and weak motivation,many second generations don’t manage to obtain employment.The result in a series of contradiction and problem is highlighted ceaselessly,which urges to seek the solution.The second generation of demolition is newly emerging force in Chinese labor source,but there are many problems in their work,one of them is the problem of employment ability.The overall level of the second generation of demolition workers’ employment ability is weak,so their competitive power is also weak in the job market.Because of the new generation of demolition workers’ specificity,government must play an important role in solving their employment problems.Based on the theory of government responsibility and new public service theory,this paper analyzes the changes and new positions of government responsibility under the social environment of the new era,and then combines the theory and the case in this paper,The internal motivation of the government to bear the responsibility of this issue,and the specific responsibilities that the government should fulfill in solving the problem of employment,whether the fulfillment of these responsibilities is in place.Combined with theoretical and practical analysis,we believe that the shortcomings of government behavior is mainly concentrated in three aspects,namely,related policy issues,market regulation and the mobilization of diversified social subjects.In view of these problems,this paper will try to give some concrete suggestions on the government’s policy behavior,market regulation behavior and social resource integration behavior.This paper is divided into six parts:The first part is the introduction,the paper introduces the research background,research methods and literature review,the article reviews the domestic and international research on the field of employment research results.Drawing on these research results has laid a solid foundation for the future research work.The second part is the conceptual definition and theoretical explanation.This paper chooses the theory of government responsibility and the new public service theory as the theoretical basis of the study.In the aspect of government responsibility,the current mainstream view holds that the government responsibility system is mainly composed of the government’s political responsibility,administrative responsibility and moral responsibility.Public service theory also emphasizes the government’s "helm" and service.Combining with the research of this paper,we focus on a specific government responsibility that is the responsibility of the Government to provide services and fulfillment in promoting public employment.The third part and the fourth part are combined with the theoretical basis and the actual situation.On the one hand,it analyzes the status quo of the demolition of the young labor force and finds out the problems.On the other hand,it is mainly about the responsibility of the government.What specific responsibilities should the current government fulfill in the "demolition of the second generation" in the process of employment? Also the implementation of these responsibilities,and reasons of weakening or missing of public responsibilities.The fifth part is about how to improve the government behavior,so that the government can more effectively fulfill its responsibilities,including policy behavior,market regulation behavior and social resource integration behavior.The last part is a summary of this study,and the future of the study were further explored. |
