Civil servants,especially civil servants incentive problem has to be brought to the attention of the public sector,such as governments,is regarded as an important link in the process of the personnel system reform.Improve the incentive mechanism of civil servants and improvement not only has very important practical significance,but also promoted the construction of a clean government.Incentive mechanism as the core content of human resource management mechanism,passes through in the public sector management of each link.Scientific and perfect the incentive mechanism can not only an objective and fair evaluation of the working conditions of civil servants,help organization optimizes the allocation of human resources,improve the work efficiency;Can also help to realize the legalization of our country public sector personnel management work,promote the process of the rule of law in China construction.In Pingshan District Shenzhen public employees as the research object,mainly by literature research and investigation analysis method,theory with practice to how to perfect Pingshan District Shenzhen and demonstrates the civil servants incentive mechanism research.Start with the research background and significance of incentive mechanism of civil servants,this paper expounds the meanings of incentive mechanism of civil servants,seriously,and the theory of incentives,methods and significance are summarized respectively.Then,find out the current Pingshan District Shenzhen six types of problems that exist in the civil servants incentive mechanism,the salary incentive effect is not obvious,honor incentive effect is not ideal,evaluation incentive mechanism is not sound,reasonable rewards and punishment incentive enough,promotion incentive mechanism is imperfect,training incentive effect is not ideal.Then,carefully analyse the causes of these problems exist,it is the lack of laws and regulations,the second is the influence of the social and economic development,three is the restriction of traditional culture,four is the lack of the supervision system.Finally,according to the above problems and the reasons,put forward the corresponding eight optimization solutions,one is to strengthen the civil servants incentive mechanism to implement the protection of the environment,two is the specification of civil servants system of rewards and punishments,three is a sound scientific public servants training system,four is to strengthen the civil servants promotion incentives,five is perfect the performance appraisal system of public servants,six is to improve the civil servants salary,welfare benefits,seven is pay attention to public employees own self-motivation,eight is to strengthen the leadership and supervision of incentive process.
