A Study About The Participation Issues On The Background Of "Village To Community"

The president’s report at the 18th CPC National Congress notes: "An important way for the people to directly exercise their democratic rights in accordance with the law is for them to conduct self-management, self-service, self-education, and self-oversight in exercising urban and rural community governance, in managing community-level public affairs and in running public service programs. We should improve the mechanism for community-level self-governance under the leadership of community-level Party organizations to make it full of vitality. We should broaden the scope and channels of such self-governance and enrich its content and forms, with the focus on expanding orderly participation, promoting transparency in information, improving deliberation and consultation on public affairs, and strengthening oversight of the exercise of power, to ensure that the people have greater and more tangible democratic rights.Recent years, as the surging development of urbanization, the pace of community construction in peri-urban areas accelerates distinctly with most communities living up to the concept of "village to community",which is a transformation from traditional rural villages."Village committee"transforms into "residential committee",and "farmers"transform into "residents",with which transform citizens’ living conditions and thoughts and ideas. Since residents are no longer in the network of acquaintances and they begin to live in a common neighborhood with shared cultural customs, shared beliefs, shared values, all the residents need to participate in the construction of community. Therefore, community participation highlights itself as an important issue worth further studying.This paper takes Wenjiang X community as the research case. From in-depth interview on residents of this community, problems that have been found include low participation, weak sense of belonging, weak consciousness of participation,passive participation and over-administerization of community participation.The first part is mainly the introduction, which mainly includes the research background,the significance of the study, the content of the research and the research frame. The second part outlines the connotation of "community", "village to community" community and community participation connotation,and based on the macro background of China’s urbanization and balancing urban and rural development, elaborates the causes and peculiarities of "village to community" and transformations of community governance structure after "farmers" turning into "residents" as well as "village committee" turning into "residential committee" . The third part starts from the realistic conditions of X community in Wenjiang District, briefly introduces the community and studies the community participation from the perspective of community party organizations, community organizations and residents. The fourth part analyzes the obstacles and problems that hinder the participation of Wenjiang X community. The community has the problems of administrative color of community organization, weak sense of belonging of residents,residents’ lack of awareness of participation. And analysis of the reasons is also included in this part. The fifth part is about feasible solutions to the problems so as to ultimately improve community participation, from the perspectives of the government, community organizations, residents, etc.
