Study On Performance Assessment Mechanism Of Housing Law Enforcement&Supervision Team Of X City,Based On Balanced Score Board

After its initial introduction in the end of 1980 s,China's real estate economy has witnessed robust development since the start of 21 Century,with fortune miracles continuously created and housing sector developed as the pillar industry for local economies.However,risks beneath high leverage have constantly increased along with the growth over years,which resulted in a package of regulating policies from the government.Basically,those policies might hardly solve the problems of non-standard operation in housing market,imbalance in the supply structure and lingering high prices in real estates.Among those contradictory problems,the ones closely involving the interests of general public would be often identified in the transaction process of houses.Due to non-standard operation in the housing market,a great many of illegitimate tradings have been implemented by house developers and agents,which eventually infringed upon the vital interests of general public and forced them to choose abnormal ways such as massive petition to defend their entitlements.Sometimes such moves would even escalate into unexpected massive incidents or social crises,which could lead to social instability or conflicts.In the past,for the purpose of economic growth,the government introduced a fairy liberal policy environment for housing industry,with relatively simple law enforcement and regulation patterns in the sector and modest efficiency and effect in law enforcement.Nowadays,facing the challenges posed by tasks of de-stocking,illegitimate performance in the housing market,growing public demands and historical problems,it is essential for law enforcement departments in housing sector to increase their efficiency,improve the capabilities and comprehensive qualities of their professionals and promote the scientificity and practicality of administration.For this aim,this dissertation,based upon reviewing and summarizing theoretical research on performance assessment of public sector done by both international and domestic academia,advocates for introduction of modern human resources management concept and modes into administrative law enforcement of the housing sector,taking Law Enforcement & Supervision Team of X City as an example.Firstly,it provided an analysis of the necessity in performance assessment on administrative law enforcement.Secondly,it introduced Balanced Score Card(BSC),as one of the tools for modern public human resources management,into the real cases in order to analyze the contemporary situations and problems in performance assessment of the administrative law enforcement department and to set strategic goals for such law enforcement.Finally,it used Analytic Hierarchy Process(AHP)to lay out the assessment indicators and their weights,completed the study integrating theories and practices and based on individual cases,among which some analyses and summaries have identified the common problems in performance assessment of administrative law enforcement departments in China and would be of significant reference values.
