The Countermeasures Of Shanghai Cooperation Organization's Response To Cyber Terrorism

Currently,cracking down on Internet terrorism,eliminating the cancer of network,safeguarding international cyber security,have been becoming the problems that needed to be faced by international society.As a rather influential regional organization in both worldwide and zonal area,Shanghai Cooperation Organization(SCO)has great potential for development on the issue of cyber terrorism.This thesis firstly sketched out the definition of “cyber terrorism” with a brief overview,differentiated and analyzed the concepts of “cyber terrorism”,"cyber terrorist activity" and“cyber terrorist attack”,and divided “cyber terrorism” into tool type and target type,then analyzed and illustrated the following characteristics of cyber terrorism: flexible organizational form,varied activity mode,organizations and members are highly hidden.Secondly,this article detailedly discussed the current situation of governing cyber terrorism from the Shanghai Cooperation Organization(SCO)to the contracting states,summarized the successful experience of the strategy towards cyber terrorism of each member state by using comparative analysis,and popularized the successful experience to the scope of Shanghai Cooperation Organization.Thirdly,some better solution of governing cyber terrorism have been tentatively put forward of the Shanghai Cooperation Organization,such as deepening criminal judicial coordination within the framework of organization,establishing a regional "Internet police" team to do an "on-line patrol" job,building technical network security mechanism,etc.Building a global cooperation mechanism of governing cyber terrorism at the international level,using the experience of other regional organization for reference,for example,paying attention to the privacy protection of the personal data,establishing self-discipline association,filtering the terrorism related information on internet,etc.In the end,according to the current network information security environment in our country,some pertinent countermeasures are offered for the situation of Chinese cyber terrorism.
