The Research Of Massed Incidents Governance In C District

In recent years,along with the development of domestic economy,the deepening of the reform and opening-up policy,the ongoing transition to the market economy,the changes of social interest pattern,new issues and new contradictions have been caused,and massed incidents have become an outstanding problem which not only influence the social stability but also become more and more acute.And it also becomes an important issue for the party and government organs at all levels to study and solve.C district plays a window role in social transformation.With the rapid advance of urbanization,modernization and internationalization,the mass incidents caused with an increasing number due to the interests conflict,interests separation and interests restructure.In the meantime,influenced by the social atmosphere of the enhancement of the right-protection awareness and the weak of legal concept,direct interest claim type massed incidents and non-direct interest claim type massed incidents are intertwined occurred intensely and complicated.If massed incidents can't be governed effectively,they would affect social stability,even trigger social unrest.Therefore,establish government department alliance,social organizations involved in a wide range of scientific management system and the effective governance of mass incidents has become an urgent issue.I engaged in the public security and safeguard stability for nearly 10 years.This paper described my work experience of mass incidents,draw lessons from domestic and international massed incidents research results,comprehensively analyzed the classification,causes,incentives,weights and cases of massed incidents in the C district,with the guidance of public crisis management theory and governance theory,from the point of view of the prevention and treatment of the source of the mass incidents,the medium term and the later period,relying on the base of "scientific stability system" information,deeply researched on how to govern massed incidents effectively.In order to establish a systematic,standardized,scientific governance mechanism for the C district or other regional government departments to provide reference.
