Research On SCO Member States' Motivation Of Anti-terrorism And Its Influences

Up to now,the construction of security cooperation in the framework of the Shanghai Cooperation Organization has made considerable progress.Under this background,it is clear that member states' participation in the action of security cooperation focusing on terrorism is helpful for us to grasp the current situation and development prospects of the Shanghai Cooperation Organization's security cooperation.Assuming that the state's action motivation contains only logic of consequences and logic of appropriateness,if we know one of the logics' weights of the member states' anti-terrorism,and we can know the weight of another logic,then we can make a comprehensive judgement of the state's action motivation.By studying member states' compliance degree of logic of appropriateness in the process of anti-terrorism action,we can find that there exists obvious differences,of which China's is the highest,followed by Russia's,and the Central Asian member states' are the lowest.Accordingly,member states' compliance degree of logic of consequences in the process of anti-terrorism action presented as: Central Asian member states' are high,followed by Russia,China's is the lowest.The above judgments can be verified through the analysis of the specific practice activities of the member states' participating in the anti-terrorist cooperation.Also the above judgments can be extended to the whole area of security cooperation.In other words,the member states' action motivation to participate in the cooperative security cooperation is mainly based on the logic of consequences,which is the main cause of the lower level of 's security cooperation.At this stage,on the premise of adhering to the "Shanghai spirit",Shanghai Cooperation Organization should "lower figure","change the behavior",and meet the member states' reasonable interests involved in terrorism and other security issues,in order to change their behavior motivated more by the logic of appropriateness rather than the logic of consequences.In addition,the contemporary,short and medium future developement strategy of Shanghai Cooperation Organization can be planned as regarding security cooperation as the base and leading direction,economic cooperation based on the commen sense of "development docking" paralleled,cultural cooperation as the link.
