The Research Of Hand-in-Hand Aid Policy In Western Universities

During our socialist construction period, based on the west in China in politics, economy, culture and society development level gap exist between regions, and the uneven distribution of resources of the objective reality, higher education development in western fall behind the east. The Hand-in-Hand aid policy of the western university is in order to narrow the gap between western and eastern regions in universities, promote the development of higher education in western China, realizing national unity and common prosperity of a special policy with Chinese characteristics.The policy began in 2001, and it effectively encourage the communication of funds, technology and talents between eastern developed university and the university of remote areas.And it established a mutual benefit, mutual assistance and mutual benefit cooperation relations.To some extent, it improves the west of college teaching quality and whole managerial level, reducing the gap between western universities and eastern universities.It also promotes the economic development of the western region.This article starts from the connotation of the policy, development, implementation, combined with the aspects such as the recipient of the western universities, and takes qinghai university and qinghai transportation vocational technical school two universities recipient as an example, concludes the result of the policy since the implementation, analysis the existing problems, and puts forward some improvement suggestions in order to make the policies to be more perfect, more longer plays its role.
