Education is the nature of social public goods,is an important manifestation of social justice.Teachers as an important part of educational resources,is an important guarantee for the quality of education.The teachers' construction of compulsory education is affected by differences in regional economic development and policy implementation.There is an imbalance between regional and urban and rural areas and inter-school,which affects educational equity and social equity.Now it is concerned widespread.So through the balanced construction of teachers to solve the problem of education is an urgent and practical significance.This paper takes the county-level administrative region as the research scope.It takes Nanxiong City,Shaoguan City,Guangdong Province as the case study.According to the theory foundation,questions,and reasons,exploring the logical structure of the countermeasure for the study:The first part is the introduction.It points out that the current uneven construction of teachers is the key factor to restrict the balanced development of education.It introduces the background,significance,content and methods.At the same time,it makes a rational analysis of the theory of educational equity,educational equilibrium and the literature analysis between at home and abroad.From the theories,it points out the highlighting the breakthrough point of this study and innovation.The second part is the theoretical basis.This paper defines the concepts of compulsory education,quality schools,weak schools,public product theory and resource construction theory.Also,it puts the standard for balanced allocation of compulsory education teachers.It provides the theoretical basis and theoretical support for this study.The third part is a summary of the problem.This paper analyzes the status quo of the construction of compulsory education teachers in Nanxiong City.The author selects some samples to carry out the questionnaire survey,and makes a detailed analysis and comparison of the research results to find out the problems.At the sametime,the author has some interviews for leaders who are from the education administrative department and some principals.Then,it finds out some problems which are the number of teachers,the teachers' quality and the teachers' constrictions.The fourth part is the reason analysis.From the above problems,the author has an in-depth analysis.There are four reasons.That is,the implementation of the government responsibility,the impact of the accelerated pace of urbanization,the insufficiency of the existing teacher management mechanism and the improvement of the overall quality for teachers.The fifth part is the countermeasures and suggestions.It mainly based on the analysis of the reasons,put forward the countermeasures and solved the problems.That is,the government leading role should be played fully,to improve the weak school teaching and living conditions,to improve the management of primary and secondary school teachers and to improve the overall quality of teachers.In the process of social transformation,the educational situation of Nanxiong City is certain typicality.The author hopes that this study can provide some reference for the current balanced construction of compulsory teachers in our country.
