The class is the primary school education organization.Rules play a role of guidance and standard among the students in the class management,but the rules tend to focus only on the functional specification in the process of formulation and implementation ignoring the function of educating people.Therefore,the study of the primary school rules in the formulation and implementation is particularly important.In this research,the author,citing internship school as an example,studies systematically different grades of the school rules in the formulation and implementation by use case analysis method and interview method.This paper summarizes the three major goals of the primary school rules: to cultivate the students' consciousness of rules,to develop good habits,create a disciplined class.The value orientation of the rules in the formulation and implementation,on the basis of student oriented,institutional ethics and civic education,analyze the existing problems and reasons of H primary school in the formulation and implementation of rules.There are three problems in the process of the formulation of schoolrules: a lack of dialogue and negotiation in formulation process preferences intellectual education in class content and unclear responsibility system;in the process of implementation there are problems of a lack of love and respect,imperfect supervision and punishment mechanism,unreasonable evaluation system.The problems of the formulation and implementation of rules are analyzed,mainly including: children's lack of teacher-student relationship,the sense of alienation and weak citizen.The study puts forward the corresponding optimization strategy aiming at the problems in the formulation and implementation of rules in the end.In the formulation of the rules,we should formulate the rules with the participation of teachers and students and ensure comprehensive class content and the implementation of clear responsibility rules.When implementing rules,we should make sure that punishments should reflect humanistic care and the supervision mechanism of the rules focus on compliance with rules,rules of the evaluation system focus on the development of the function.
