In the information age nowadays,ICT in education has played a unique role in improving the quality of education,balancing regional education resources and promoting educational equity.Class Accesses to ICTs in this paper is one of the core contents of "Three Accesses and Two Platforms".It is also an important measure to promote education informatization in China and improve the quality of basic education in an all-round way.Recently,the construction of educational informatization in China has entered a critical stage and the construction of ICT in education in rural weak primary schools has become the significant part.At present,some rural weak primary schools have completed the construction of the campus network and gradually laid the interactive equipment in classrooms.However,due to located in the remote mountainous areas and have small scales and teachers of weak professional abilities in the rural weak primary schools,Class Accesses to ICTs may have some problems,such as inconsistencies with expectations in application,inadequate management,which will restrict the further development of ICT in education in such schools.Taking the theory of total quality management as a theoretical perspective,this paper aims to grasp the real status of the Class Accesses to ICTs in the rural weak primary school,find out the relative influencing factors,and put forward suggestions to optimize the application and management.This article takes F primary school located in the mountains of Southern Fujian as an example.There are four parts in this paper.The first chapter mainly collects the information of the construction of education informatization in China,in Fujian Province,and in mountainous areas of Southern Fujian Province.The second chapter is mainly for status of the Class Accesses to ICTs in the F primary school.The first part is about the introduction of F primary school and the remaining part is about the real status of the Class Accesses to ICTs in the F primary school in equipment,resources,technology and application,and management system.The third chapter analyzes the problems of the Class Accesses to ICTs in the aspects of the management system,equipment management,resources and application management in F primary school.We find that some postponement and insufficiency in equipment management,the method-singleness and high dependence in accessibility of resources and methods and indetermination in management objectives and imperfect management regulations.The fourth part is about the management strategy of the Class Accesses to ICTs in primary schools in the mountainous regions of Southern Fujian.With the principle of full staff participation and overall consideration from the theory of total quality management,this paper puts forward suggestions as follows.In the planning phase,we should have a vision of ICT in education;in the doing phase,we should focus on seeking overall supports and the efforts of whole staff;in the checking phase,we should find problems through comprehensive examination;in the action phase,we should pay more attention to the case analysis.
