A Study On The Construction Of Rural Compulsory Educational Team Under The Background Of Urbanization

With the rapid development of urbanization ,our society makes great changes everyday. The urban-rural dual system leads to the rapid urbanization but less development of rural areas, which results in the shift surplus population from rural areas to cities. And the excellent educational resources have mainly concentrated in cities.What is worse, the less high-quality educational resources in rural areas, especially in remote regions has been exacerbating educational development imbalance between urban and rural areas. Rural compulsory education is a key and difficult point in the reformation and development of the whole basic education. Furthermore, reinforcing the teachers' team construction in rural areas should be a priority for all under the background of urbanization. Based on the reasons above, this thesis takes Wuwei County as a case to study the teachers' team construction and analyze the main problems in the progress of construction and provides some suggestions.Although urbanization brings positive influence on the development of rural compulsory education, lots of problems still exists in teachers' team construction. For example, teachers in rural areas don' t have a high salary but under great pressure, they are not satisfied with on-the-job training whose effect is not remarkable, teachers'mobility is imbalanced, the evaluation of professional title is not inclined to rural areas and so on. According to these problems, the thesis provides some suggestions as follows:First, based on the development of urbanization, the government should execute the oriented free normal education and duty refund policy seriously, and allocate the rural compulsory teachers ' resources rationally; second, implement different subsidy policy of compulsory educational teachers in rural areas, and improve the policy of their salary and welfare in order to improve their work enthusiasm; third, improve scientific floating mechanism of teachers and headmasters, guarantee circulation system for them in county regions, and promote balanced resources allocation of rural compulsory educational teachers; forth, enhance training efforts on rural compulsory educational teachers and headmasters for improving their overall professional capacity and quality; finally,implement rural teachers' honor system in earnest and improve its supporting policy,meanwhile, create a thick atmosphere of caring for and supporting rural education and teachers.Educational equality is the basis of a fair society, so we should pay much attention and maintain the development of rural compulsory education, which is the main emphasis of realizing educational equality. Therefore, we should promote the balanced development of compulsory education, narrow the gap between urban and rural areas,between different regions, schools, further strengthen the construction of teaching staff in primary school and high schools, especially the building of rural compulsory educational teaching team. Only in this way, will China become a powerful country in education.
