The Problems And Countermeasures Of The Construction Of County Compulsory Education Responsibility Supervision Team

Compulsory education is an essential part of basic education in China,the quality of which decides the result of basic education.The quality of compulsory education depends on the result of compulsory education supervision,and the result of compulsory education supervision is decided by the quality,specialization construction and system construction of the county supervisor team.In this thesis,the X district of Jiangmen City is taken as an example.Based on the reality of the supervisor team construction of compulsory education supervision,through the questionnaire survey,interviews,comparison and analysis,the thesis spots the deficiencies in the construction of the supervisor team of the compulsory education,analyzes the causes of the deficiencies and probes into the appropriate ways of making up for the deficiencies,searching for the reinforced measures for construction of the county(district)supervisor team.The deficiencies probed into in this thesis are as follows: First,deficiencies in the construction of specialized team including unreasonable team structure,undemanding specialized quality of membership and undemanding qualification for industry access system.Second,deficiencies in the unsound administration systems like the publicity of the supervisors' work,the report mechanism,the training system,the performance assessment for supervisors and the working guarantee mechanism.Third,deficiencies in the informatization of education supervision such as insufficient ability of network administration for the supervisor working platform,supervisors' unfamiliarity with the operation of the working platform and the non-standard information uploading.In accordance with the reality,some advice for making up the deficiencies are put forward.To begin with,the construction of the county(district)supervisor team should be strengthened in the way of optimizing the team structure like improving the school administrative management post establishment,recruiting retirees to increase manpower of professional supervisors,adding more female posts to the supervisor team,constructing supervisor team with reasonable formation,implementing the professional ranking mechanism,supplementing the supervisors of lacking subjects needed in primary and secondary schools in the existing supervisor team of compulsory education and making the supervisor team structure diversified;by means of improving the quality of supervisors through consolidating professional knowledge,improving supervisors' ability and tempering their professional spirit;with the methods of optimizing the means of appointment and recruitment of supervisors,implementing the strict access examination,upgrading supervisors' academic diplomas step by step,flexibly adjusting the conditions of qualification and strictly enforcing the qualification certificate system.Besides,taking further measures to optimize construction of the administration system of supervisor team through the improvement of the publicity of the supervisors' work,the report mechanism,the training system,the performance assessment for supervisors,and working guarantee mechanism.Last but not the least,promoting construction of the informatization of education supervision by means of enlarging the network administrator team,providing supervisors with more chances for training in operating the network working platform and standardizing supervisors' information uploading.In addition to the above statement,according to the latest trend of the domestic education supervision,the new measures for the construction of district supervisor team of compulsory education supervision are put forward in the thesis,which is a creative improvement tentative,including the probe into the construction of “County(District)Supervisor Think Tank” and “ The County Supervisor Substantive Team of Compulsory Education”.With the purpose of exploring a new approach to strengthen the construction of compulsory education supervisor team,the construction of “County(district)Supervisor Think Tank” and “ The County Supervisor Substantive Team of Compulsory Education” are elaborated from the angles of the significance,the framework and the operation.
