Talent is the most innovative,dynamic and entrepreneurial passion of practical productivity.Human Resources are the primary resources.Talent advantage is the first advantage.Nowadays,Shaoguan established goals of accelerating the construction of regional central city in northern part of Guangdong,promoting the economic and social development,and building happiness life in Shaoguan.In order to achieve Shaoguan's ambitions,the city must devote major efforts to cultivate talent advantages,to develop all kinds of talent resources,and to foster and introduce high-level and scarce talents,to establish a team which can meet the requirements for economic and social development of the personnel.This paper will explain the problem and analyze the reason of introducing high-level talents in Shaoguan which is based on the development circumstances of high-level talents in Shaoguan by using theoretical analysis and questionnaire survey methodology,but also will put forward practical value of countermeasures and suggestions of introducing high-level talents in Shaoguan by summarize and analyze the experience in some developed countries and domestic same level city for cultivation,introduction and management measures of high-level innovative talents.This paper points out the insufficiencies of introducing high-level talents of Shaoguan,such as the slow pace of introducing high-level talent,deficient of high-level personnel,unbalanced structure of talents,single channel of talents introduction,poor effect of talents introduction etc.by investigating and analysis on high-level talents introduction of Shaoguan in recent years.Through learning advanced talents theory,using advanced experience and successful practice in domestic and overseas for reference on high-level talents introduction,this paper puts forward the corresponding strategies and recommendation which is based on current existing problem of high-level talents introduction in Shaoguan,mainly include:Optimized the circumstance of talents development,to enhance attraction;forge talents development platform,to strengthen the construction of talent carrier;improve the mechanism of introducing talents,expand the approaches of talents introduction;respect the principal position of talent,to implement talent use and scientific management,etc.
