Popularizing the compulsory education has been a dream of Chinese national revival for a century. At the historical period of human society entering into 21st century, China Solemnly announced to the world: China achieved the strategic goal to make nine-year compulsory education basically universal. With the development of society and economy,higher demands for high-quality foreign educational resources people have, more attention to phenomenon of choosing better schooling people pay. The imbalanced development of compulsory education is considered as the main reason behind the phenomenon. At present, the gap of compulsory education between urban and rural areas is the biggest barrier to the balanced development of compulsory education in our country. The fairness of education is based on balance of compulsory education resources allocation to a large extent. As implementer of educational activities, teachers are the central resource in education. Therefore, whether teachers' allocation between urban and rural areas is balanced has great influence upon the advancement compulsory education balanced development in our country.This paper investigates the teachers' situation of compulsory education between urban and rural areas by regarding Huiji District of Zhengzhou's case as an example.Besides, by contrasting the faculty in this region to find out the gap of compulsory education between urban and rural areas, the paper analyses the problems in balanced development of faculty between urban and rural areas and what could have contributed to the problems. Then based on regional economic growth level and actual demands of education, the paper proposes countermeasures to advance the balanced development of compulsory education between urban and rural areas.The paper includes the following five parts: The first part is introduction. On the basis of real issues of compulsory education at present, state the research significance and summarize domestic and international research achievements related to the issue and clarify the research ideas and approaches. The second part is concept definition and theoretical basis. It mainly defines the connotations of related concepts and introduces related theories as basis of guiding the research. The third part is to introduce the general situation of compulsory education in Huiji District of Zhengzhou and contrast the quantity, quality, structure and stability of faculty in this region and then analyze the problems and negative effects caused by imbalance of teachers' collocation. The fourth part is to dissect the causes for the imbalance of teachers' collocation from the aspects of society, economy, educational policies, teachers' flow and training system. The fifth part is to put forward suggestions to promote the relative balanced teachers' collocation of compulsory education in Huiji District ranging from accelerating economic development,clarifying respective management responsibility, increasing educational investment,creating a favorable policy environment to constructing regular teachers' flow system and training mechanism.
