Since the reform and opening,because of the country's institutional and structural transformation,the idea of people with the huge changes,social transformation under new social management system is not perfect enough,social instability factors are primary school emergencies occur frequently.Frequent incidents of our primary school of emergency management system construction and perfect put forward the urgent request,establish and improve the primary school of emergency management system is to prevent and reduce primary school emergencies the necessary way to bring family and social harm,is currently a very urgent task.Primary school as an important stage of compulsory education has its own particularity,between the primary school students in children and middle school students,both different effects totally dependent on adults,not have behavior ability,and different from already has a certain capacity of middle school students.During this period,primary school children have the characteristics of half children and half juveniles,which have the relative independence and begin to produce certain consciousness.It also reveals its infantility unconsciously.At the same time,the elementary student is in the midst of the physical and mental development and growth of the special period,the outlook on life,the values are forming,ideology has begun to gradually influenced by society and others,lack ego to protect consciousness in terms of its defense and self-protection ability.Therefore,it is necessary to carry out emergency safety education for primary school students to formulate an emergency management system.At this stage of the domestic school emergency management mainly concentrated in Colleges and universities,for the hardware and software environment of school are not as good as the primary school campus,emergency management has been neglected,the school security is not only an important basis for the healthy growth of the students,but also an important task of maintaining social stability.The emergency management of school emergencies into the overall planning of the construction of a harmonious campus,be prepared to nip in the bud.In this paper,based on Rosenthal Ulliel et al crisis management "PPRR model",divides the development process of the emergency of four stages.Prophylaxis(Prevention),preparation(Preparation),outburst response(Response)and end period recovery(Recovery).This provides a theoretical basis for different disposal strategies for different crisis stages of primary school campus emergencies.Therefore,as a school management subject,school administrators must take emergency management as a routine work, unremitting efforts to improve pupils' emergency response capabilities,conduct emergency exercises,and carry out publicity and education for pupils.School administrators should establish an emergency risk assessment system,do a good job of all emergency preparations,enhance the ability to handle the emergencies and improve emergency after psychological counseling on the ability,cultivating ability of various campus emergencies of teachers and students,so as to reduce the school emergency manpower resources loss,enhance students' self ability,better safeguard the normal the operation of the school and the healthy development,create a harmonious,stable and safe campus.
