The ideological and moral curriculum of primary school have gone through decades of development,and they went through plentiful processes,such as the update of course objectives,the reform of the teaching methods for the course,etc.All what they experienced played a positive role in cultivating the social citizens with healthy personalities.When the time goes by,especially since the 18 th CPC national congress,the combination of the rule of law and the rule of virtue has became a distinct characteristic of the path of socialism with Chinese characteristics.Besides,the state and social governance require law and morality to work together.Therefore,the fourth plenary session of the 18 th CPC central committee made clear statement: “invading the education for the rule of law in the national education system and from teenagers,establishing legal knowledge courses in primary and secondary schools.” The moral education curriculum of education has been changed into Ethics and the rule of law in order to implement the spirit of the fourth plenary session of the 18 th CPC central committee.However,this change made a new challenge for the teachers who were engaged in the first grade Character and life education.Moreover,how was the validity of the new teaching material? And what was the problem? How can we make the solution? This is an important task for the first grade teachers who teach the Ethics and the rule of law in primary school.It is deeply researching the classroom teaching in Ethics and the rule of law of primary school using questionnaire and interview survey method.And it has a field investigation in the teachers and students,explains the existing main problems in classroom teaching,analyzes its problems and puts forward the attribution countermeasures.This study mainly expands from four aspects: The first part plays a role of introduction in order to expound the background,the meaning,the present situation of domestic and foreign research,the research methods and the thinking way of the research;the second part plays a role of analyzing the way of teaching for the new teaching materials;the third part plays a role of analyzing the problems for the classroom teaching of the first grade in Ethics and the rule of law and also the reason why it happened;the fourth part plays a role of how to solute those problems.Aiming at the unpublished new curriculum standard of Ethics and the rule of law,the teaching materials are only used in the lower grade which during a critical period for the significance of the creation era.Then,making the research for the characters of the new curriculum standards.Besides,the problem of classroom teaching for Ethics and the rule of law in first grade of primary school has been firstly discussed,and the relevant solutions have been put forward as well in order to provide an important reference for improving the effect for the classroom teaching of Ethics and the rule of law in primary school.
