Education informationization is an important way to realize the modernization of education.Throughout the present situation of education development in our country,it is necessary to realize the strategic goal of education modernizationization in 2020,and it is stress and difficult in rural areas.At present,Chinese rural education informationization construction steadily.The construction of educational informationization can be divided into soft and hard environment construction.The construction of hard environment is mainly concerned with the problem of material and technical level.In the relatively mature technology,it is easy to solve,and the state and local governments vigorously promote the education information infrastructure of the building.So,we should pay attention to the basic education information soft environment construction.Education informationization soft environment is put forward relative to the hard environment,refers to the process of education informationization in addition to the material physical environment outside the non-material aspects of the soft,it includes education and teaching information resources,informationization technology personnel introduction and training mechanism,informationization policy,personnel information literacy,school informationization application and management system norms and other elements.Education informationization soft environment theory and practice are still not enough attention,and the theory is not yet established and improved,many problems have not yet resolved.This study is based on the research on the soft environment construction of rural primary education informationization in M county.Through the investigation,visit,trip and collection of informationization,this paper conducts a comprehensive investigation on the current situation of rural primary education information soft environment,combined with local economic,social and cultural characteristics,analyzes the present situation and problems of the soft environment of rural primary education in M counties from five aspects: education and teaching informationization resources,informationization technology introduction and training mechanism,informationization policy,personnel information literacy,school informationization application and management system standard detail analysis.This paper discussesed the countermeasures and suggestions on the construction of the soft environment of rural primary education education in M counties,and put forward some suggestions on how to break the original thinking mode and find the balance between soft and hard construction.The performance evaluation scheme of soft and hard evaluation indexes is introduced.The establishment of a comprehensive and positive education informationization policy environment;to strengthen the localization of education and teaching information resources;establish and improve the school information application and management system seven major countermeasures and suggestions.To promote the M county rural primary education informationization soft environment construction and development.
