The Research On The Evaluation Of Targeted Poverty Alleviation By Local Colleges And Universities In The Perspective Of Targeted Poverty Alleviation

The issue of poverty has long been widely concerned at home and abroad,and it concerns the development and future of a country.Eradicating poverty,improving people's livelihood and realizing common prosperity are not only the grand blueprint of the Chinese dream,but also an important condition for promoting social stability and sustainable development,which has always been in the process of modernization.Local colleges and universities as the fresh troops in the development of poverty alleviation,have unique advantages in education,talents and intelligence,and play an important role.Under the guidance of the targeted poverty alleviation policy,scientific and rational evaluation of local universities' participation in targeted poverty alleviation has guiding significance to perfect local colleges and universities to participate in targeted poverty alleviation work.This paper,on the basis of related literature and typical project of local colleges' and universities' participation in poverty alleviation,uses Delphi method to construct effect evaluation index system of local colleges' and universities' participation in poverty alleviation from the perspective of targeted poverty alleviation.This research takes the targeted poverty alleviation work of Ningxia Medical University in Mutan village project as an example,uses AHP and fuzzy comprehensive evaluation method to evaluate the support effect scientifically,and finds out the achievements and the existing main problems in practice,and then puts forward thecorresponding suggestions on improving the targeted poverty alleviation effect of the local colleges and universities,so as to provide reference and basis for the targeted poverty alleviation work of local colleges and universities.Research results:(1)From the perspective of static evaluation,the project score of the targeted poverty alleviation work of Ningxia Medical University in Mutan village project was77.162,with a good overall condition and ideal effect.The criteria are ranked from high to low in order:daily management,poverty reduction effect,scientific planning,health care,satisfaction,education training and infrastructure construction.So Ningxia Medical University in the future helping work should strengthen the specific stipulation and implementation of supporting measures,further deepen the support work,promote Mutan village economic and social development,let the villagers can share development results.(2)From the perspective of dynamic evaluation,the project effect of the targeted poverty alleviation work of Ningxia Medical University in Mutan village project was relatively slow in 2013 and 2017.During the five years,the overall evaluation of the project was good,among which the excellent level was achieved in 2016,and most of the criteria were also continuously rising.In the future,Ningxia Medical University should also regularly summarize and organize the work of poverty alleviation,timely correct the problems existing in the assistance,and promote the steady development of the assistance work.Based on this,in order to further improve the support effect of local colleges and universities in the perspective of targeted poverty alleviation.Local colleges and universities need to accurately identify the poverty causes and formulate scientific support plan.Local colleges and universities should take many measures in terms of infrastructure construction,characteristic industry mining,education training and medical and health care to improve the level of accurate support.Local colleges and universities should have precise management,and set up information management system for poverty alleviation and scientific long-term assessment mechanism,and also pay attention to the interconnections between universities.Meanwhile,to arouse theenthusiasm of villagers to participate in poverty alleviation projects,and to realize the sustainable development of the poverty alleviation work.
