The competitions among enterprises are ultimately the talents competitions. The object of Recruitment is recruiting appropriate talents for the enterprises. Therefore the effectiveness of the recruitment directly connects the efficiency of the sequenced human resources and even relates to the future development of the enterprises. In our present era, more enterprises realized the importance of the recruitment. As the threshold of human resources management and development and the fundamental link of human resources management, recruitment using what kinds of methods and measures to improve the efficiency and how selecting the most appropriate talents has become the huge challenge the recruitment work need to solve. The competency model reflects the competitive applying advantages which are the key points taken account by the enterprises. At present time, the study on competency model applying in academic world of our nation is still at exploration stage. Especial the applying on graduate recruitment is rarely been researched.The dissertation first reviews the competency model analyzing process by domestic and abroad theoretical cycles and then elaborately analyzes the definition, types, constructing approaches and methods related to competency and competency model. It explores the feasible applying competency scheme using in university graduate recruitment of Kailuan Group. And by trying to establish the practical competency model in accordance with special characters of Kailuan Group recruitment, it provides the guidance for better carrying out the university graduate recruitment. In order to clearly expound the viewpoints of author, the dissertation takes Kailuan Group technicians recruitment in university graduates as an example which is the typical positions recruitment. Combined nearly 10 years recruiting experience of author in Kailuan Group, the dissertation takes full considerations on special characters of the enterprise when designing recruitment competency model. It did not apply foreign cases stubbornly so as to make the designed model more suitable for local enterprises which could also take it as a better references when designing their own model. It details the competency model construction approaches and proposes the guiding meaning of the competency model to Kailuan graduates recruitment. And at the same time, it suggests the exiting limitations and applying problems which need to be paid attention.
