| The construction of service-oriented government and the promotion of government functions from management to service-oriented transformation have become the core of deepening the reform of administrative system.The administrative efficiency and service ability of all levels of government must constantly meet the needs of rapid economic and social development under the conditions of reality.At present,by the restriction of the institutional mechanism,the government’s own human resources at all levels can not provide enough public goods and services,and the government agencies need to change the personnel system to meet the needs of the government management transformation.As early as 2002,Jilin Province,the first to introduce the government employee system,Guangdong and some other coastal cities developed the first reference.Subsequently,local governments use the employee system to solve the contradiction between the supply and demand of staff within the framework of the gradual emergence of the nationwide.Dalian Changhai county is confined to the geographical location restrictions,the population size is limited,the labor shortage is serious,so the Changhai county government hopes through the contract management way to broaden the talent to absorb the channel at the same time,effectively save the administrative cost.Based on this,2012 Changhai county government to take the employee outsourcing management model,the traditional personnel system change,change the new.However,in the field of administrative management in China,the outsourcing of human resources started late,there is a weak foundation for outsourcing development,poor outsourcing environment,lack of service capacity of outsourcers,laws and regulations on outsourcing and policy is not perfect and so on.On the basis of introducing the relevant theories of government employee outsourcing and the practice mode and characteristics of government employees’ outsourcing at home and abroad,this paper analyzes the present situation of outsourcing of employees in Changhai county government,systematically explains the problems existing between them and puts forward the countermeasures to improve employee outsourcing,Hope to improve the government of this new way of personnel management has a certain reference. |
