The right to employment is a fundamental right of our citizens in the Constitution,and it is also true for the disabled.The employment of people with disabilities can ensure survival and development,and at the same time improve the overall standard of living,allowing people with disabilities to share the fruits of material culture.Tibet is located in China's southwest border area.The stable development in Tibet is of great significance to the overall social progress of our country.Therefore,it is very necessary to study the employment policy of Tibetan disabled people.In recent years,the Chinese government has always placed people's livelihood at the forefront.According to the second national sample survey on handicapped people in 2006,there are currently 82.69 million disabled people in China,accounting for 6.34% of the total population in the country.However,the number of people with disabilities in Tibet was 194,000,accounting for 7% of the total population in the region.According to the data,the proportion of the disabled in Tibet is slightly higher than the proportion of the disabled in the country.It is of great significance to solve the employment problem of the disabled,realize the value of the disabled and promote the development of the social whole in the situation of building a well-off society in an all-round way.From the perspective of policy research,this article is based on humanitarian theory,social exclusion theory,social welfare theory,social equity theory and so on.It also combines the specific conditions of the employment of disabled persons in Tibet and the development of policies and analyzes the problems existing in the employment policy of Tibetan persons with disabilities by adopting literature research methods,statistical analysis methods as well as the comparative analysis method.At the same time,it draws lessons from relevant experience of employment policies for disabled persons at home and abroad,and proposes targeted countermeasures and suggestions for the problems existing in employment policies for disabled persons in Tibet.The structure of this article is divided into four parts:The introduction(Chapter 1)briefly introduces the background and significance of the research,the research summary at home and abroad,the research contents and methods as well as the innovation and deficiencies of this article.The second part(Chapter 2)briefly introduces the conceptual definition of disability,handicapped persons,disabled employment and employment policies,and the basic theoretical basis for the employment of disabled persons and the importance of employment policies for disabled persons.Through correct positioning of disability,handicapped persons,disabled employment and employment policies,and elaborating relevant theories,the theoretical basis of the article is structured,and the importance of employment policy for disabled persons is proposed.The third part(chapter 3 and 4)analyzes the employment policy for disabled people in China and the current situation of employment policies for disabled persons in Tibet.At the same time,it studies the problems existing in employment policies for disabled persons in Tibet.The fourth part(fifth and sixth chapters)mainly draws lessons from relevant experience of foreign countries' developed countries and domestic cities with representative cities' employment policies for disabled persons,combined with the characteristics of Tibet itself,and provides targeted measures to improve the employment policy for disabled persons in Tibet.Through further research,the article concludes that the employment of disabled persons in Tibet is faced with problems such as the imperfect legislation on the employment of disabled persons,the imperfect policy content on the employment of disabled persons,the lack of scientific policies on the employment of persons with disabilities,and the lack of implementation of employment policies for disabled persons.Through further studying the specific practice of the employment of disabled persons at home and abroad,we come to the need to improve the relevant laws and regulations for the employment of disabled persons,improve the employment protection and social service systems for disabled persons,establish a long-term mechanism to ensure the employment of disabled persons,and actively encourage disabled persons to start businesses.Furthermore,We will implement related countermeasures and suggestions for the promotion of policies for the promotion of disabled entrepreneurs.
