Local Government's Strategy Research On Network Public Opinion

As socialism with Chinese characteristics enters a “new era”,the network communication technology has developed rapidly.Based on the data of all kinds of network media and network clients continue to produce and develop,become an important feature of “Internet plus”,and the network of public opinion and gathered to spread.Internet public opinion has a far-reaching impact on the governance of local governments.As an important starting point for the new era of enhancing governance capability,Internet public opinion has become the answer of local governments.First,through searching for the latest research results in the field of network public opinion by local governments at home and abroad,this research looks for three theoretical basis--life cycle theory,information ecology theory and stakeholder theory,and explains four operating mechanisms--authoritative information release mechanism,public opinion monitoring and warning mechanism,coordination and communication mechanism and coping mechanism.At the same time,through reading related literature,the anonymity,sudden,extensive and group influence characteristics of network public opinion are studied.And the development trend of network public opinion in recent years is analyzed.First,the network public opinion carrier diversification,spread the platform communion.Second,the cross-departmental,cross-domain network public opinion gradually increased.Third,there has been an increase in online public opinion in the ideological fields of nationalism and government behavior.Fourth,the netizen mentality is gradually calm and rational.Based on the analysis of the necessity of local government to deal with online public opinion,this paper probes into the mechanism and effect of local government in dealing with online public opinion.The successful cases and failure cases of local governments in dealing with online public opinions are selected and analyzed from three aspects: coping attitude,coping time and coping style.This paper analyzes the problems and causes of local government's response to online public opinions by visiting and investigating,and then puts forward the basic principles of local government to deal with online public opinion.They are the principle of seeking truth from facts,active disclosure principle,service principle and dynamic publishing principle.And this paper puts forward some strategies and Suggestions to optimize local government's response to online public opinion.The first is to optimize thenetwork public opinion response concept,strengthen the responsibility consciousness and the crisis consciousness.The second is to improve concrete countermeasures to improve the online public opinion response ability.The third is to improve the network public opinion management work system,the construction battalion to safeguard mechanism.Fourthly,strengthen the construction of network platform,giving full play to the advantages of big data.Fifth,strengthen network public opinion regulation,purify network environment.The local government can enhance the coping ability of Internet public opinion through this research,which provides an effective reference for improving the management of local government's network public opinion,especially for the county and township level local governments that are weak in dealing with internet public opinion.
