Study On The Problems And Countermeasures Of Financial Poverty Alleviation In Zhuzhou Rural

Poverty has always been an important issue in developing countries.China is the largest developing country in which the eradication of poverty is the study direction for government and scholars.This is also the essential requirement for socialism.In the end of 2015,general secretary Xi Jinping clearly emphasize the precision in poverty and precision in poverty alleviation strategy in thirteenth five years plan for party central committee to ensure that all of the poor people out of poverty by2020.Poverty relief and development work has been raised to the height of national strategy.However,in the background of precision poverty alleviation,poverty alleviation and development work in new stage still face to many restricted factors.The first one a is the huge scale,70.17 million population are below the poverty line in China before the end of 2014,and 14 million people need to be out of poverty every year,the time seems tight and the task is huge.The second one is poverty population's wide distribution,poverty population in each province of Guizhou,Yunnan,Henan,Guangxi,Hunan and Sichuan are over 5 million.Poverty occurred rate in each province of Tibet,Gansu,Xinjiang,Guizhou and Yunnan is over 15%.The third one is that the difficulty of poverty alleviation is developing,During 2011 to2014,the poverty reduction rate were 26.1%,19.1%,16.7%,14.9%,which shows the declining trend.Finance is the key to optimizing the allocation of resources and it is also the important starting point for the development of the poverty population.The leading of financial capital into the countryside is an effective approach to poverty reduction.First,in theoretical perspective,we study the forming mechanism of poverty which is based on the perspective of Amartya Sen's right and ability theory to build a poverty and anti-poverty analysis framework,then analyze the financial mechanisms to alleviate poverty.Second,the further research for current situation of Zhuzhou city's financial poverty is adopted by us,we also using relevant indicators and data on the overall poverty to analyse the poverty situation,financial needs analysis and poverty support financial situation in four counties and one city in Zhuzhou to get the summary for problems such as industry driven,supporting facilities,credit products and management mechanisms.Based on the data collected in the People's Bank of China branch in Zhuzhou city and take extremely poor area of yanling,chaling county in Luo Xiao shan area for example for the analysis and summary offinancial model of poverty.Results show that these two counties showed a positive trend in poverty reduction,and the full coverage of financial support are basically finished.Also,poverty population income have obviously grow and poverty rate fall by years.These experiment can be summarized and extended to the whole city.To promote Zhuzhou's poverty financial support work and achieved Zhuzhou municipal's target of perishing poverty by first in Hunan province combined by desirable experience in these two counties.This paper believe that four aspects can be started.First one is building diversified integrated type of poverty support financial system.The second one is enhanced Zhuzhou's financial resources hosted capacity in poverty area.The third one is innovation in financial products to support rural based facilities construction.The last one is promotion and innovation of small scale credit for farmer.
