Study On The Game Of Straw Resources Utilization And Its Economic Countermeasures Analysis In Jilin Province

As a major agricultural province,the straw production in Jilin province has reached more than 40 million tons per year.At the same time,with the improvement of rural living conditions,straw feed,manure,domestic fuel and other traditional consumption declining,Jilin province has seasonal surplus straw phenomenon,and the field direct open burning has become the main way to farmers with straw.The main result of open burning straw is the impact of regional atmospheric environmental quality.In recent years,there is a large area of severe haze pollution in Jilin Province,and straw burning is considered to be one of the main sources of this pollution.In order to implement the State Council promulgated the "air pollution prevention action plan" and the Jilin Provincial People's Government of Jilin province,"the implementation of air pollution control action plan implementation details",the Jilin provincial government issued a mandatory ban every year regularly on the open burning of straw.It has achieved some good results,but the management cost is relatively high.Especially the farmers do not know the place is not developed and comprehensive utilization of straw industry,and lack of effective ways of consumption and other factors.The straw burning phenomenon repeated,resulting in a waste of resources and serious air pollution consequences,the risk of fire,and affecting traffic safety.To provide an effective way for straw,straw resources utilization industry is generated and developed.Because the industry is an emerging industry,which improve the quality of atmospheric environment,the development of low-carbon energy and other new external economy will bring the market to the effective allocation of resources to the "market failure" phenomenon,resulting in the lack of market supply consequences,so the government's ban burning order and enterprises operation is not normal operation,it needs to farmers,enterprises and government cooperation and common development.However,due to the different interests of the target,inevitably lead to a variety of problems,it is difficult to form an effective win-win situation.Based on the investigation of the current situation of straw resource utilization industry in China,this paper sums up the problems and difficulties in the development of the industry in Jilin.Is in the early stages of the development of the industry utilization of straw resources in Jilin province and China,faster development of the region for producing high,straw resource rich region;at this stage the main industrial market straw resources independent operation ability,comprehensive utilization of technology there are still technical standards and norms are not clear,some of the key technology the production process is relatively weak,has not yet formed a complete industrial chain,the weak link of storage and transportation and high-end leading enterprise support policies have to be perfect,farmers and enterprises directly benefit from the policy is not much,the public participation enthusiasm is not high;the development problem of Jilin Province funds,lack of leading enterprises,the number of enterprises,technology is weak straw resource is not stable,the straw storage and transportation links of economic man and cooperatives are relatively more obvious.In this paper,the government,enterprises and farmers of three party sequential dynamic game model analysis.The parties involved in the operation of straw resources industry are government,enterprises and farmers.The government is in a dominant position,the farmers are in a passive position,and the participation of enterprises is the way to provide the farmers with the ban.The game relationship between the three is a sequential action dynamic game process,enterprises and farmers to implement their actions in accordance with the government's dominant strategy.Under the goal of maximizing utility,the government,enterprises and farmers choose the most profitable strategy.The government can also choose the lowest cost strategy.This paper also summarizes and analyzes the economic policies of the government in the process of production,storage,transportation,production,product sales and product use.The main economic measures,including subsidies,tax relief and financial reward in three categories,including other non-direct investment: auxiliary economic means to carry out publicity and education,and resource utilization of the ban burning straw of farmers in breach of lower levels of government organization staff,not to punish economic management and the implementation of the policy of economic sanctions,for the economic penalties for defrauding fiscal policy funds behavior.A case study is carried out by using the economic data of a real enterprise,and the effect of the implementation of the actual economic policy implemented by the government during the operation of the enterprise is analyzed and evaluated.The economic analysis results in this paper showed that Jilin province straw ban burning policy implementation effect is good,the implementation effect of the resource utilization of industrial policy has been initially apparent.However,compared with the annual output of 40 million tons of straw,the industry is still in its infancy,straw burning problem is still a period of time to be particularly concerned about the management priorities.The results of the economic evaluation of a loss of fuel application mode show that the current level of policy support and support for such enterprises is still inadequate.In conclusion,the development of the industry put forward to strengthen the utilization of straw resources in this region industry technical guidance research and market research,timely adjustment of straw processing enterprises in key financial policy,financial support,according to the regional characteristics of the appropriate implementation of relevant fiscal policy on consumption to collect and store the link of straw resources in Jilin Province,to promote the straw processing product sales promotion,strengthen publicity and supervision,to strengthen the work to ban burning of straw effect of atmospheric environmental consequences and natural conditions of scientific research and countermeasures.
