Research On Performance Evaluation Of The Coordinating Scientific And Technological Resources And The Technology Innovation With Integrated Services In Shaanxi

Nowadays,with the rapid development of Internet information technology,the role of science and technology for social and economic development is increasing.After C hina raised the goal of building an innovative country strategy and Innovation and entrepreneurship,science and technology innovation has become the national core competitiveness of essential factors.Rational using and configuration is the key to get science and technology innovation.How to improve the efficiency of the optimal allocation of scientific and technological resources has been a difficult problem to study on science and technology resources issue.To improve the ability of technological innovation,we must pay attention to solve the problem of resource allocation efficiency of science and technology.It is an important way to improve the coordinating scientific and technological resources.With the integrated services shows up,the government,the enterprises,the R&D institutions and the science service agenc ies are linked directly to solve the problems during their corporations in scientific research,technological innovation,research projects and achievements transformation and extension,which is a huge breakthrough on the integration of science and economy.It has important significance on the coordinating scientific and technological resources with integrated services by building a model platform.However,there is no clear meaning on general characteristics in constructions or operating modes with mechanisms.Providing a single service or a single mode of operation of integrated services,it cannot meet the technological innovation or the actual needs of local economic development.It also cannot satisfy with the coordinating scientific and technological resources which show the phenomenon of scatter and separation,and the purpose of full use of scientific and technological resources.Therefore,this paper concludes some theories and empirical researches related to coordinating scientific and technological resources,integration and integrated services,public service platform and their performances.Secondly,by defining the clearly meaning on the coordinating scientific and technological resources and the technology innovation with integrated services,analyzing the characteristics with deeply research on its operating modes and mechanisms,this paper shows the meaning on three parts.Thirdly,it establishes a performance evaluation model that bases on four areas by using the Analytic Hierarchy Process(AHP).fourthly,it empirically testifies validity of the system by analyzing the case of the Shaanxi Scientific and Technological Resources Center(SSTRC).And pointing out the problems during SSTRC's operation.Finally,this paper gives some advises to improve the integrated services performance evaluation of China.
