Problems And Countermeasures Research Of Implementation Of Targeted Poverty Alleviation In The South Of Jiangxi Rural Areas

Since the targeted poverty alleviation have been implemented,many poor rich,targeted poverty alleviation have been achieved good effect.However,in the implementation of targeted poverty alleviation,there are still many problems impede the process of poverty alleviation.In this paper,we using the method of field investigation,literature analysis,interview method and standard analysis and other research methods,combing the current research on targeted poverty alleviation at home and abroad and the theory of poverty at home and abroad,summarized the theory root of targeted poverty alleviation.And With two key state funding in the South of Jiangxi for research object,summarizes the present situation of the implementation of the rural targeted poverty alleviation,found that poor support policy for poverty alleviation lack of diversity and precision,some poverty alleviation policy have invisible barriers lead to poverty alleviation resources captured by rural elite,policy of pairing support become a mere formality,participation of poor in the implementation of targeted poverty alleviation is not enough and lack of the participation of social force,etc.Aiming at these problems,the paper analyses reasons from the government,the poor and social.In terms of government,mainly due to the precise policy exist many inner contradictions,lack of supervision afterwards for poverty alleviation,All for poverty alleviation is an idealized behavior and so on;In terms of poor,mainly due to the complexity of poverty causes,their own concepts backward,weak consciousness of participation in public affairs and their own inadequate development ability;In terms of society,Mainly due to participation mechanism for social forces is not sound.On the basis of analyzing the problems and reasons,the papers put forward the countermeasure of the implementation of targeted poverty alleviation in the South of Jiangxi.from the government,the poor and social.From the point of government,we put forward to improve the precision for poverty alleviation work mechanism,through the establishment of scientific poverty factor analysis system,promoting the operability of targeted poverty alleviation policy and improve the regulation and performance system for poverty alleviation and to achieve effective poverty alleviation.From the point of poor,we proposed to promote development of poor ability by breaking poor old idea,establishing the dominant position of poor in poverty alleviation,to set up the poor self development platform,improve the social capital of the poor and to improve achieve empowerment poverty alleviation.From the point of social,we put forward to improve the social forces to participate in the mechanism,relevant policies to attract social forces to participate in poverty alleviation and clear their respective responsibilities in the process of cooperation,at the same time,enterprises should also fulfill their social responsibility,in order to realize the collaborative poverty alleviation.
