The reward of scientific and technological achievements is an important part of China's scientific and technological work.It plays an important role,the guiding function of national science and technology policy,the promotion of scientific and technological work and economic development,as well as the promotion of scientific and technological personnel personal growth and other aspects have an important role.Research more scientific and rational evaluation of scientific and technological achievements,has become an important part of the new era of science and technology reward work.This paper gives a review to the domestic and foreign research results on the awards of scientific and technological achievements,summarizes and reviews the existing research results,and then summarizes the awards of the 17th National Science and Technology Award Conference from 2001 to 2017,and it records,respectively,the statistics of the five awards of each grade award:country's highest science and technology award,the National Natural Science Award,the National Technology Invention Award,the National Science and Technology Progress Award and the International Science and Technology Cooperation Award,and analyzes why the number of awards change.With the National Science and Technology Progress Award evaluation methods,the paper summarizes the methods of evaluating the current national scientific and technological achievements.This paper focuses on the theory of scientific and technological achievements evaluation,including the traditional evaluation methods(averaging method,to the extreme value after the average method)and considers the dual difference driven weight method applying on minority voice of the specialists 'evaluation.In the traditional evaluation method,this paper analyzes,in detail,the particularity of experts' scoring data in the evaluation of scientific and technological achievements,and points out the problem of mining and reusing the data information from the expert scoring data.The minority voice from specialists' evaluations should be heard while highlighting the overall differences between scientific and technological achievements rather than focusing on the differences of indicators.Therefore,the evaluation thought of this article is:while marking each specialist at the initial comprehensive score according to the official weight index and evaluating the consistency of the specialists' score using harmonious coefficient test,it is found that there is a serious inconsistency between the various experts,so the experts cannot be treated equally;Clustering is used in categorize specialists,which takes the consistency between the experts into consideration.According to the scoring data of specialist groups and by qualifying specialist groups with the employment of dual difference-driven empowerment method,the final technology results of the comprehensive score and ranking are obtained.With the score data from National Science and Technology Award Burau,this paper offers empirical analysis for 25 experts on the 24 scientific and technological achievements of the five indicators,and Spearman rank correlation coefficient is used to analyze the correlation of the results of the two methods.The results show that,the dual difference driving weighting method which considers minority sounds of specialists 'evaluation,is highly correlated with the raking scored by traditional evaluation method.They are basically consistent,which proves that the improved method is continuous and consistent.There exist significant differences in the comprehensive score,which shows the effectiveness of the method.
