Research On The Operation Performance Of "Drinking Water Security Project" In Dingcheng District Of Changde City

Water is the source of life,which is one of the important and indispensable material resources for human survival and development.This paper takes Changde District of Dingcheng city rural drinking water safety project "as the research object,using the DEAP2.1 software,using DEA model to calculate the Dingcheng rural drinking water safety project operation efficiency" and concluded that the efficiency of safety management of drinking water in rural area of Dingcheng in general is rising.The efficiency of rural drinking water safety operation in northern villages is higher than that in southern towns.Specifically,only Doumuhu,Guan Xi Zhen and zhendeqiao three towns in 2011-2015 years of rural drinking water safety operation efficiency in the long-term effectiveness of DEA,and the remaining 15 villages and towns,rural drinking water safety Operation efficiency can not achieve good DEA.The pure technical efficiency,2011-2015 Doumuhu,Cai Jiagang,Guan Xi Zhen and zhendeqiao four towns to provide;the scale efficiency,2011-2015 only Doumuhu,Guan Xi Zhen and zhendeqiao reached the effective scale.Then using DEA based Malmquist index model for dynamic analysis of the Dingcheng District of rural drinking water safety project operation efficiency,and concluded that "Dingcheng district rural drinking water safety project" promotion of operation efficiency mainly due to technological progress,Investment amount of how much and to promote the efficiency of project operation did not present positive correlation;Finally,the paper puts forward some countermeasures: Improve the management mechanism of rural drinking water safety project,establishing the rural drinking water management institutions,strengthening the supervision mechanism,establishing the rural drinking water safety service center.
