Study On Operation Management Of Performance Appraisal About Rural Drinking Water Safety Project In NingXia

Access to safe drinking water is a basic human need for survival. Rural drinking water project is not only the important infrastructure to construction socialism new countryside, also is the breakthrough of new countryside construction. Currently, Ningxia has basically solved the problem of rural drinking water safety, but how to ensure the sustainable development of it, we must solve the problem that management after the construction firstly.In this paper, a large number of literature data and field investigation of rural drinking water project in Ningxia based on the operation management of Ningxia rural drinking water project operation and to expound the necessity of evaluation of the performance appraisal. Summarizes the tents and characteristics of the evaluation index system on operation and clear the substance of management performance evaluation. Establishing a evaluation system contained five-indicators by examination content, respectively, organizational management, security management, project management, water management and financial management, and27secondary indexes, a total of32indicators, and the meaning of each index and list the relevant formulas.This paper uses the AHP to calculate the weight value of each index. Determining the inspection standard to combine with the actual situation of rural drinking water project and management experience, develop and refine the assessment scale. Then use the TOPSIS and AHP to conclude the final evaluation. The research results can be used to manage the practice of rural drinking water safety projects, and it is very important to ensure the projects high-efficiency operation.Finally, the paper summarizes the measures of management on rural drinking water safety project, and provides some suggestions on solving the problems.
