With the advancement of science technology and economy,the production of petrochemical enterprise tends to be large-scale and continuous,bringing huge economic benefits to the country.At the same time,the high-risk of petrochemical enterprises and frequent accidents have also been of concern to the community.The safety rating system refers to the system that assesses and ranks the overall safety level of an enterprise.The implementation of this system not only enables petrochemical companies to know their own safety status in the industry,and thus enhances the motivation to improve safety conditions.Moreover,the government can more easily understand the overall situation based on the overall safety rating status,and achieve key supervision;In addition,customers can use the rating results as a condition for selecting partners.This thesis is based on the comparison of ISRS,NOSA five-star rating system,VPP,and safety production standardization assessment.Through detailed comparisons including assessment procedures,element design,weight distribution,and rating methods,design and distribution of weights also the unique elements of each system are carefully studied and lay the foundation for the subsequent improvement of the safety rating system framework of petrochemical enterprises.Based on the in-depth research on the existing safety rating system,a safety rating system based on “human-machine-material-method-environment” has been formed.The designed safety rating system includes leadership,administration,and goals.13 elements and 46 sub-elements,and 158 evaluation principle,moreover,based on the approval rate proved the feasibility and scientific design of the element framework.Considering the weights set by other rating systems,the final weights are obtained based on the results of the questionnaires and double combination weighting method is used to reduce the impact of the questionnaire design and the number of participants.In order to solve the problem of uneven levels in the same level caused by too few grades,this dissertation sets a total score of 1000 points and five grades according to the accuracy of weights,and proposes the grading methods combine weighted average score ratio and the lowest score ratio.Finally,in order to verify the applicability of the framework of the petrochemical enterprise safety rating system proposed in this paper,a certain enterprise that has obtained the safety standardization second level enterprise is selected as the research object and finally the enterprise is determined as a third-level enterprise and needs to be improved continue based on the rating results.
