The Study On Influence Factors During Cross-department Knowledge Sharing Action

With the arrival of the knowledge economics age,knowledge has become the most precious core resources of organizations.The government as a knowledge-intensive organization,how to grasp the opportunity of Internet development,improve the level of knowledge management and establish a learning organization has become the top priority of the work.But if government want to construct a learning organization,it has to achieve the new requirements:comprehensive integrate of knowledge resources and enhance the capacity of local government civil servants at all levels.At the same time,with the increase of social governance difficulty,more and more public governance projects need to be cross-sectoral cooperation,which also makes the government cross-sectoral knowledge sharing has become the daily work of the government,need long-term adherence and efforts to expand The scope of knowledge sharing.Based on the theory of social exchange and rational behavior,this study researches the influential factors of knowledge sharing across government departments involved.This paper chooses the "digital city management" project of Suizhou City,Hubei Province as the research object,and makes an in-depth study on the interaction of knowledge sharing in the course of promoting.In order to provide effective reference for other regions and departments,this study discusses the influence of organizational factors,regulatory policy factors,technical factors and public supervision factors on government inter-departmental knowledge sharing,and based on this,advances the corresponding management advice.This paper is divided into five parts:The first chapter introduces the research background and research significance of this paper,and combs the relevant literatures at home and abroad,and puts forward the research ideas,research methods,innovations and shortcomings of this paper.The second chapter discusses the related concepts,discusses the relationship between digital urban management,rational behavior theory and social exchange theory and cross-sectoral knowledge sharing,and summarizes and explores the factors that affect cross-sectoral knowledge sharing.The third chapter is the research and design of influencing factors of cross-sector knowledge sharing,including case selection,data collection and induction,data analysis and coding,case description and case test.Chapter 4 Case Study-Analysis on the Factors Influencing the Knowledge Sharing of Digital Urban Management in.This paper analyzes the four dimensions of organizational factors,regulatory policy factors,technical factors and public participation supervision factors,and lists all the factors that affect knowledge sharing.Chapter 5 lack of research and follow-up research recommendations.Draw the conclusion and model of this paper,put forward the practical suggestions for public organizations,and make suggestions and prospects for the follow-up study.
