The Practice Of Asia-Pacific Rebalancing Strategy And China Response Research

Along with the rapid rise of China,Chinese comprehensive national strength and international influence continues to improve,which led to the American political elite's "strategic anxiety" and "psychological imbalance".President Obama put forward "the Asia Pacific rebalancing strategy" in November 2011.United States regarded Chinese rise as a major threat to challenge its hegemony,and that is an important reason of the Obama government implementing the Asia Pacific rebalancing strategy.In addition,the profound changes in the domestic political situation in the United State and severe changes in the international situation are important factors of the Asia Pacific rebalancing strategy.As a response to the big changes to the region and even the global political and economic pattern caused by Chinese rise,United States strengthened the US and South Korea,the US and Japan,the US and Philippines bilateral and multilateral military alliance as it's a important way of strategic implementation.And the US actively involved in the Sino Japanese territorial dispute in the East China Sea,China in the South China Sea issue,in China surrounding tensions.Facing the huge impact which the Chinese rise brought to American hegemony,to ensure the safety of commitment to the Asia Pacific allies,the Obama government strengthened the competition for the Global trade rules and financial order in the economic field with China.,trying to maintain the hegemony of the United States fundamentally.However,the implementation of the Asia Pacific rebalancing strategy was limited by many factors such as the domestic political differences,the financial crisis,and the change of the US government.It faces many challenges.Along with the introduction of the US Asia Pacific rebalancing strategy,the development of Sino US relations,also become a major issue.The U.S.Asia Pacific strategy adjustment has a tremendous external pressure on China national security.The U.S military threat to China has improved.Chinese surrounding environment becomes more and more serious;China regional influence has been major challenges.The Asia Pacific rebalancing strategy has a profound negative influence to RCEP(regional comprehensive economic partnership)led by China and the Belt and Road plan promoted by China.It has become an important obstacle to curb the Chinese rise and to contain China development.At first,this paper expounds the meaning of the Asia Pacific rebalancing strategy and does a full description on the background and reasons.And then it summarizes the contents and characteristics of the Asia Pacific rebalancing strategy and analyzes the strategy goal and real intention.Secondly,this paper does a full explanation to the Asia Pacific rebalancing strategy specific practice.From the political,economic,diplomatic and other areas,this paper has specific analysis of the Asia Pacific rebalancing strategy implementation.And from domestic and foreign aspects,it analysis and lists six main factors restricting the implementation of the strategy.After the implementation of the Asia Pacific rebalancing strategy,the positive and negative effect was reviewed and concluded.In addition,this paper discusses the challenges and opportunities for China brought by Asia Pacific rebalancing strategy.This paper finally puts forward Chinese policy response.Foreign policy should draw the bottom line,adhere to the principle,have a clear understanding of the situation,be positive and promising in order to safeguard national security and interests.
