With the rapid development and popularity of the Internet,it is not only regarded as an integrated area of information resources,but also an multiagent interactive and open information-controlling platform.The sole public-opinion dominance of Internet has been transformed into multi-subject dominance.The traditional dentiform information communication system was replaced by plat netted system.The democratic reconstruction has been gradually achieved.Meanwhile,accompanied by society transformation,the unstable elements are increasing.Various kinds of social problems turned into the focus of public attention.With the modification and decoration of the editors,they are spread through the typical interactive medias,such as Blog,Forum,Micro blog and We chat,and etc.Especially using by who has ulterior motives,all these activities may be changed into factors which influenced the social harmony and stability.Undoubtedly,multi-subject public-opinion dominance needs certain guidance and administration,otherwise,it would arouse public-opinion crisis.This thesis is based on relevant theories of Science Public Management,sociology,statistics,and illustrated by the typical cases of Tianjin 8.12 Port Explosions and Yangtse River 6.1 shipwreck.Objectively Analyzed the two accidents,restored the occurrence and development of the events.Simultaneously,made a detailed comparison between the Government's speed and validity in responding the sudden occurrences.Pointed out the defeat and disadvantages of government' emergency-processing capabilities,and then summed up the experiences and distressed lessons.In the conclusion part,put forward feasible policy suggestions of crisis classification management and taking effective management measures in dealing with the web public-opinion crisis.
