Retired cadres have made great contribution to China's revolution,construction and reform,they are the valuable wealth of the party and the state.Respecting and caring for the retired cadres is our party's fine tradition.The personnel structure,concept,activity way of retired cadres in the new period have a lot of new changes,the corresponding service and management also face new problems.The research methods used in this paper include literature review,case analysis and theoretical research.The current problems of the service and management for retired cadres are as follows:the absence of ideological and political education leads to the weak management of retired cadres;the supply of service can not meet the increasingly diversified demands of retired cadres;the management mode fulfills the development needs of the times;system and mechanism is not perfect.The causes of these problems are divided into two aspects,the macro aspects include that China enters the aging society too early and too soon,the reform of economic system impacts deeply;the micro aspects include that the jobs concerning retired cadres are affected by path dependence,retired retired cadres policy implements differently.Based on the theory of new public management and public service,there are four paths to realize the innovation of the service and management for the retired cadres:innovating the education platform with persisting in Chinese characteristics;innovating the supply system of the service products by supply-side reform,innovating the management mode by breaking the the barriers of system,innovating the work system and mechanism to overcome path dependence.In this paper,three conclusions are drawn:firstly,the service and management of retired cadres in the new period needs to overcome the negative effects of path dependence through innovation;secondly,the retired cadres service innovation should be based on the requirement of the retired cadres,and reform the supply mode of service products;Thirdly,the management mechanism innovation of retired cadre should adhere to the development direction of social management.
