Study On Residents' Participation In Community Governance

Since the reform and opening up 40 years ago,China has experienced tremendous development and transformation in politics,economy,culture and other aspects.The number of cities increased from 193 in 1978 to 657 in 2018.The urbanization rate increased from 17.9% in 1978 to 58.5% in 2018.The urban population increased from170 million in 1978 to 810 million in 2018.The rapid growth of urban population has led to a significant increase in the number of communities.Community is the most basic and important part of a society.Community governance has attracted the attention of most scholars and countries.And people are an important factor in the formation of society and community.Residents' right of speech and participation is increasingly in their own hands.In order to optimize the community governance and maximize the benefit distribution,residents' autonomy and participation are also needed.In June 2017,the opinions on strengthening and improvement of urban and rural community governance issued by the central and state council said "by the central committee of the state council officially released,the design of the basic formation of grass-roots party organization leadership,grass-roots government dominated by participating and common governance of urban and rural community governance system ",the goal is expected to be completed in 2020,from the target as a whole,the focus of the governance of the community is participation of the majority of residents.In addition,guiding residents to participate in community governance can cultivate their sense of ownership and responsibility,and strengthen the construction of socialist spiritual civilization.Although some achievements have been made in promoting residents' participation in community governance,many problems have been found in the process of practice,which requires further discussion and research.This paper mainly consists of the following aspects of residents' participation in community governance.First of all,this paper analyzes the background and research significance of this topic,studied the domestic and foreign literature,and summarizes the research methods.Secondly,this paper defines and differentiates the basic concepts and theories.Then,analysis the case of Shanxi Changzhi city firm states southwest city community,has carried on the visit to southwest city community questionnaire,found that in the southwestern city community,residents' initiative will to participate incommunity governance is not strong,residents of the community's identity is not high,participation's way and type of community activities is limited,community residents of organizational strength is not enough,and analyzes the causes of the problem in details.Finally,based on the experience of excellent community governance at home and abroad,this paper puts forward some countermeasures to improve residents' awareness and ability of participation,improve the legal system construction of residents' participation,protect residents' right to participate in community governance,and enrich the channels for residents' participation.
