Study On The Difficulties And Countermeasures Of Comprehensive Administrative Law Enforcement Reform In Wenzhou

The city is the face of the country and is the carrier of society.It is also the place for the people to live in.With the advancement of China's urbanization process,On the one hand,as an important means of maintaining social order stability,status and role of urban administrative law enforcement are increasing.On the other hand,there are many new problems in administrative law enforcement,such as Violence law enforcement,violence against the law and multiple law enforcement.The Combing the law enforcement system has become one of the hot topics of current government administration to ensure the smooth implementation of urban administrative law enforcement.The Third Plenary Session of the 18 th Central Committee of the CPC and the Fourth Plenary Session of the 18 th Central Committee of the CPC relied on Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform and the Resolution of the CPC Central Committee on Certain Major Issues Concerning Comprehensively Advancing the Law-Based Governance of China all refer to promoting comprehensive law enforcement and improving law enforcement services and standards.In 2016,Zhejiang province gradually carried out comprehensive administrative law enforcement reforms throughout the region.Wenzhou City,the leader city in the front line of reform and opening up,began comprehensive administrative law enforcement reform work in 2016.Through drastic reforms,Wenzhou has made further improvements and optimizations in law enforcement field,authority and function expansion,effectively dealt with issues such as multiple political exits,unclear responsibilities,and arrogance.Although the reform has been effective,there are still many gaps with the ultimate goal of the reform.In addition to the implementation of the top-level design requirements,the reform also needs to coordinate theadministrative law enforcement authority and functions at the municipal and district level,and consider the connection problems with the four platforms at the street level.The reform work of Wenzhou is still at a preliminary stage.This paper starts with discussing the connotation and development of the concept of comprehensive administrative law enforcement.Then the paper introduces the current situation of comprehensive administrative law enforcement reform in Wenzhou City and various counties and cities,analyzing the difficulties and reasons in promoting comprehensive administrative law enforcement reforms in Wenzhou City,learning from the advanced practices of comprehensive administrative law enforcement reform and urban management in advanced cities at home and abroad,summarizing the enlightenment,proposing the main countermeasures to the comprehensive administrative law enforcement reform in Wenzhou by the countermeasures include the introduction of legislation,policy processing,departmental collaboration,social linkages,and mass supervision to improve law enforcement services and standards of Wenzhou.
