Society is a group of individuals in the final analysis.As the most fundamental elements of the development of the government and enterprise,person is the key factors for the sustainable development of the government and companies.Efficient human resource management can comprehensively improve the efficiency of people and maximize the release of human value.With the rapid development of the economy,the reform of the state is in full swing.The government is facing more tests.And the responsibilities of civil servants become heavier.As a worker who management of the whole economic and social order,and maintain the implementation of national laws and regulations,Civil services' s work enthusiasm directly affects the administrative efficiency of state organs and the establishment of government image.As an important means to promote the enthusiasm of civil servants,the incentive mechanism of civil servants plays an irreplaceable role in mobilizing the enthusiasm of civil servants and stimulating the innovation potential of civil servants.On the basis of a lot of reading literature,this article select She yang county,Yan cheng city as a research target.This paper adopts literature analysis,questionnaire survey and interview,empirical analysis and system research.We will use public management,human resources management,and other related theory to analyze the present situation of incentive mechanism of civil servants in she yang,and find out the problems in the process of encouraging the construction of civil servants in she yang county,including weaken the role of spiritual motivation,not sounding relevant systems of incentive mechanism,ignoring the role of negative incentives.Combined with the concept of the civil servant incentive mechanism,this paper makes a comprehensive analysis of the reasons for the existing problems of the incentive mechanism in She yang county,including lacking of recognition on the incentive mechanism of civil servants,one-sided pursuit of material incentives,ignoring the dual effects of incentive mechanism,the relative lag of incentive system.Next,according to the above problems and causes,and referring to the domestic and foreign experience and practices as well as existing measures,we will formulate the specific measures to improve the incentive mechanism of civil servants in she yang.We can strengthen the role of spiritual motivation by establishing the concept of just motivation and exploring diversified forms of spiritual motivation.We will improve the relevant supporting systems of the civil service incentive mechanism by building a competitive salary system,a diversified and adjustable position promotion system.We will strengthen the supervision of the evaluation system for civil servants and improve the disciplinary system to give full play to the role of the negative incentive mechanism for civil servants.Through the above research,we hope that it has a certain significance for the incentive mechanism research of She yang civil servants,the management of civil servants and the construction of service-oriented government.
