Research On Folk Associations Participation In The Supply Of Basic Public Services In Township Governments

In the international context in which Western developed countries generally attract social forces to participate in social governance and public services,the Chinese government has also actively advocated the modernization reform of social governance in recent years.Nowadays,this trend is spreading to township areas.This paper obtains the specific situation of Q Town Volunteer Associations' participation in the supply of basic public services through interviews and summarizes the general problems of folk association participation in the basic public service supply of township governments,hoping to propose corresponding countermeasures.Through interviews with five Q Town Volunteer Association members and a local government official,the author found that Q Town Volunteer Association actively participates in the local basic public service supply and plays an important role in it.Especially in the home service for the disabled,the local government purchased the related services from the volunteers for the first time in the form of contracted service purchases.However,the author also found that there are some problems in the participation of volunteers in the local basic public services.For example,the scope of local government service purchases is narrow,and the mode is single.The volunteers have insufficient service capabilities and poor service results.These problems have limited the Q Town volunteers to participate in the basic public service supply of Q Town.The case of Q Town Volunteer Association participating in the provision of basic public services in Q Town is a microcosm of the participation of civil society in the provision of basic public services in towns and villages.In order to solve the problems encountered by civil society organizations in the provision of public services in townships and towns,this paper analyzes the reasons from the perspectives oftownship governments and civil society based on interview records.From the perspective of the government,it is mainly insufficient understanding of the status of civil society and the importance of government purchase.At the same time,it ignores the supervision and evaluation of the activities of civil society organizations.From the perspective of civil society,it is mainly the lack of specialization level and activities.Lack of funds.Based on the above reasons,the author mainly puts forward the following countermeasures:First,the township government should increase the cultivation of civil society,realize the necessity of civil society to participate in the supply of public services,and provide financial support for training civil society.Expand the scope and scale of government purchases,strengthen process supervision and results evaluation in the process of government purchases;secondly,for civil society organizations,we must attach importance to their organizational capacity building,enhance service awareness and independence awareness;finally,in order to standardize and support the people In the development of associations in towns and villages,it is necessary to optimize the social cooperative participation system.While constructing the social supervision system,it will create a voluntary cultural value system in township areas and provide social environment support for the participation of civil society organizations in the basic public service supply in township areas.
