In the report of the 19 th National Congress of the Communist Party of China,it was pointed out that at this stage is the key time for the construction of a well-off society will be completed,and all persons to fight poverty,everyone shall be off poverty,and the whole population shall be prosperous in the complete construction of a well-off society.The State Council formulated and issued the "Outline for the 13 th Five-Year Plan for Accelerating the Well-off Process for the Disabled",which aims to fastly help people with disabilities to achieve a well-off life.The disabled are among the disadvantaged groups in society,they also need to work but they are restricted by their own situation and the level of social development.Therefore,the government should strongly support the employment of the disabled,help the disabled to create income,help them improve the quality of life,to realize self-worth,but also to achieve each disabled person "well-off" goal,so as to achieve the goal of building a well-off society in an all-round way.China has introduced a number of laws and regulations and supporting policies to promote employment of the disabled,which has made historic achievements.But there are some problems in the disabled employment policy implementation process,so The J municipal audit bureau shall,in accordance with the requirements of the party and provisions of government documents,organize and lead all districts and counties under its jurisdiction to conduct special audit investigations into the development of undertakings for the disabled,to found in the problems the disabled employment policy and put forward suggests by the audit survey.It is recommended to promote the implementation of the employment policy for the disabled,better promote the employment of the disabled,and guarantee the lives of them.In view of this,this paper takes the special audit investigation of employment policy for the disabled conducted by W district of J city as the case study object,analyzes the problems and reasons existing in the actual case,and puts forward some suggestions for the future development of such special audit investigation.This paper mainly adopts the literature research method and case study method for research.Firstly,it summarizes the domestic and foreign literatures on the employment legislation of the disabled,the employment mode of the disabled,and the special audit investigation of the disabled,laying a foundation for the analysis of the special audit investigation of the employment policy of the disabled in W district.Secondly,it introduces the concept and theoretical basis of special audit investigation,and elaborates the concept from the four aspects of definition,content,method and procedure respectively,so as to lay a theoretical foundation for the follow-up research.Combined with the actual case,analysis of audit institutions in the special audit investigation on such problems existing in the process,mainly including incomplete contents of audit investigation,single and formalized application of audit investigation methods,lax quality control of audit investigation,and low application of audit investigation results,deeply analyzes the reasons of these problems,pointed proposed four aspects of countermeasures and suggestions: to innovate the audit investigation work idea,to carry out the audit investigation each work,to perfect the related system and mechanism,strengthen the audit investigation and follow-up work emphasis on.The characteristics of this paper are as follows: first,the case study object is the special audit investigation on employment policies for the disabled carried out by W district in 2018;second,analyzed the audit investigation work from the four stages of preparation,implementation,completion and investigation and rectification of the special audit investigation.This paper studies the special audit investigation on the employment policy of disabled people in W District,the purpose of that is providing practical suggestions for the audit investigation work,and hopes to lay a foundation for future similar work and better play the role of special audit investigation.
