With the development of globalization,the traditional diplomatic model dominated by government diplomacy can no longer fully meet the needs of the new situation.As a new form of diplomacy,public diplomacy has begun to play an increasingly important role in the international arena.More and more countries add public diplomacy to the overall design planning of diplomatic strategy.During the Bush administration,the foreign policy of the United States focused on the Middle East,mainly around the military and economic fields,while the public diplomatic attention to the Asia-Pacific region was relatively low,which led to the weakening of the soft power of the United States in the Asia-Pacific region.In order to restore and enhance the diplomatic influence of the United States in the Asia-Pacific region,the Obama administration,in addition to the traditional military and economic diplomacy,highlights the importance of public diplomacy,which is mainly based on the following two considerations: first,the cost of public diplomacy is lower than that of traditional diplomacy;second,the effect of public diplomacy is more lasting,and the development of public diplomacy is more helpful for the United States to maintain and enhance lasting and comprehensive diplomatic relations with Asia-Pacific countries.Based on the reasons why the Obama administration implements the strategy of "returning to the Asia-Pacific region",this paper focuses on the annual report of the American Public Diplomacy Advisory Committee and combs the practice and characteristics of public diplomacy in the Asia-Pacific region during the Obama administration.This paper summarizes the influence of the United States on public diplomacy in the Asia-Pacific region and its enlightenment to China.The Obama administration's public diplomacy in the Asia-Pacific region mainly focuses on the dissemination of foreign information and the exchange of international education and culture.It has three main characteristics: accurate public diplomacy and the use of new media and huge financial investment.The public diplomacy of the United States to the Asia-Pacific region has produced an important shadow both in the Asia-Pacific region and in the United States itself.The impact on the Asia-Pacific region is mainly reflected in the improvement of relations between the United States and the Asia-Pacific region,which were ignored during the Bush administration.And the influence on the United States is mainly reflected in the promotion of the economic recovery of the United States after the 2008 economic crisis and the improvement of the international image of the United States.At the same time,the United States has many inspirations to the public diplomacy of China in the Asia-Pacific region.In the process of developing public diplomacy in the future,China should first pay attention to enhancing its own soft power and carrying out accurate public diplomacy.And attach importance to the construction and improvement of the evaluation system of public diplomatic projects.
