Research On The Development Countermeasure Of County Administrative Service Center Under The Background Of E-government

Since the 21 st century,with the requirement of China’s administrative management system to simplify administration and decentralization,transform government functions,and build a service-oriented government,the county-level administrative service center has developed rapidly.The county-level administrative service center is The reform and innovation of China’s administrative management system is also an important carrier of the grassroots public service system.It has achieved great results in transforming government functions,meeting public service needs,strengthening administrative efficiency,and standardizing administrative behavior.At the same time,with modern With the rapid development of information technology,in order to comply with the development of the information age and meet the needs of social and economic development,the development of county-level administrative service centers has gradually become information and network.The establishment of an e-government and the promotion of e-government construction have become the mainstream of government construction in all countries of the world.The gradual advancement of government informatization has played an important role in integrating administrative information resources,improving government management methods,improving government administrative efficiency,reducing operating costs,and forming a standardized,transparent and honest government.In this context,although the county-level administrative service center in China has achieved certain results,due to its late start-up period,it still faces some difficulties in its development process,and the county-level administrative service center acts as a grass-roots organization directly contacting the people.It is of great practical significance to explore the development strategy of the county-level administrative service center in the future.This paper first briefly describes the relevant researches of county-level administrative service centers and their e-government at home and abroad,and puts forward the research content and innovation points of this paper.Secondly,on the basis of this,the author introduces the origin of China’s administrative service center,and expounds the concept of administrative service center and its informationization.At the same time,it discusses the related theories of virtual government theory and customer management theory,and provides theoretical basis for later research.In order to further explore the development status of the county-level administrative service center,the administrative service center of Xinzheng City of Henan Province was used as an example to conduct empirical research.Through the field investigation,the development history of the administrative service center of Xinzheng City and its institutional setup,service system,and stationed matters were analyzed.The construction efficiency of service efficiency and e-government construction,expounded the development status of theadministrative service center of Xinzheng City,and discussed the impacts and challenges faced by the Xinzheng administrative service center in the context of e-government,and discussed and analyzed in detail.The main problems of the Xinzheng Administrative Service Center in terms of system level,management level,public service environment level and e-government construction level.As e-government moves toward the development strategy of “Internet + government service”,county-level administrative service centers must demand better development ideas.Therefore,at the end of this paper,based on the problems and reasons of the Xinzheng Administrative Service Center,it is proposed to strengthen the legality and related system construction,improve and innovate the management mechanism,and increase the public on how to better promote the development of county-level administrative service centers.The training and promotion of service concepts,and the strengthening of e-government construction and other countermeasures and suggestions,in order to provide a certain reference and basis for the development of county-level administrative service centers in China under the background of e-government.
