rural,in addition to the current situation of outflow of rural labor force,the demand for old-age care for rural elderly is large and on the rise.In terms of pension supply,there is a big gap between the pension,the infrastructure and even the capital.In the context of this reality,The Blue Book of Ageing:A Survey Report on the Living Conditions of Urban and Rural Elderly in China(2018)mentioned that the quality of life of the elderly in China is not optimistic.Only about 30%of the the old people in good health.Therefore,facing the huge elderly population in rural areas,in addition to meeting their needs for daily nursing and old-age care services,the medical service needs are also in urgent need of improvement,while in our country the resources for medical care have always been separated,the medical sector is mainly responsible for the health sector,the pension is mainly the responsibility of the civil affairs department,this management mode has caused the integration of medical care services to a certain extent,and it has also led to the phenomenon that hospital beds,elderly people need to go to nursing homes,homes,hospitals,and people's insurance departments,etc,not only delayed the best time for the elderly to see a doctor,but also to a certain extent there is a waste of resources.The combination of medical care and old-age care for the aged comes into being,as an old-age service mode catering to the needs of contemporary elderly,medical services are added on the traditional pension level to meet the multiple level old-age needs of the elderly.However,in the process of gradual promotion of the combined medical and old-age care services,the problems in the operation of medical care combined with old-age care services have become increasingly prominent,the combined medical and old-age care services under multiple management not only affect the service efficiency but also affect the service quality.Therefore,it is necessary to study the operation mechanism of the combined medical and old-age care service,so as to put forward Suggestions for the current problems such as low operating efficiency of the combined medical and old-age care service,so as to improve the service quality and meet the diversified needs of the elderly in medical and old-age care.Based on medical a combination and operation mechanism on the basis of the medical resources and old-age resources.On this basis,combined with the experience of Japan and Germany in the operation of combined medical and old-age care(long-term care)for the aged,this paper summarizes the enlightenment for the operation of combined medical and old-age care for the aged in our country:legalization of service guarantee,standardization of supply service and improvement of regulatory system.On the basis of the above summary analysis,combined with China's current economic,political and cultural development level,the conception of the rural medical care combined with the old-age service operation mechanism is mainly divided into two aspects,on the one hand is the construction of the organization of resource integration platform,the village committee is the autonomous mass organizations at the grass-roots level in the countryside,the members to be elected by the villagers,enjoys a high prestige,so the village committee can identity with advantage of better of the overall coordination,dredging and allocation of health institutions such as health centers,health centers,nursing homes,and nursing homes that obtain licenses in villages,that is,through the organizational platform of the village committee,it is connected with both medical resources and pension resources,through the adjustment of geographical location and the sharing of medical and pension resources,the full integration of medical resources can be realized as much as possible.On the basis of the selection of the organization,explain and define the responsibilities of the village committee and the ways of resource integration,and then standardize the behavior of the village committee,and give full play to its role in the operation of the combination of medical care and old-age care.On the other hand is the construction of evaluation center,through the mechanism of internal and external environment,the establishment of the purpose,principles and mechanism of positioning on the basis of clearly defined and comprehensive analysis,puts forward the construction of the assessment center,is mainly a township(town),the medical assessment center set up under the township government,the other departments are at a higher level,the civil service department responsible for the civil affairs department is audited,and the health care committee responsible for the health care institutions(health and health)The qualification appraisal,the information on the payment of new rural insurance and the new rural cooperative medical insurance,etc,are uniformly integrated and summarized,and which can directly communicates with the village committee,identifies and evaluates the institutions that apply for comprehensive medical services,supervise the whole process of providing medical care and providing services for the aged care service,evaluate the service effect,and reasonably define the specific duties of the medical support assessment center.The two sides jointly form a rural medical care combined with the old-age service operation mechanism to promote the advancement and promotion of the combination of medical care and old-age care services,so the
