Analysis On The Current Situation And Problems Of Residents' Participation In Community Construction

The 19 major goal of China to establish the new pattern of work sharing,aims to improve the level of socialization,legalization,intelligent and specialized.This requires us to pay more and more attention to the change of the role of the government.Community service for the purpose of the way,is to meet the diverse needs of community residents,different from the traditional "management" as the center of the community governance model.By implementing this kind of community governance mode,can effectively boost the enthusiasm of the residents participate in community construction,and improve the residents of the community sense of belonging,to meet the needs of the people increasingly rich.The construction of the community to solve all kinds of disputes,to win the people's support and the support,can effectively reduce the unstable factors,promote social harmony and stability.Residents' participation is a key link in community construction and plays a crucial role in community construction and development.However,the overall participation rate of residents in urban community construction in China is not high,with unbalanced participation contents mainly focusing on political activities and economic construction activities.Residents have poor initiative in community construction,their participation motivation focuses on their own interests,and their passive participation is not highly active.Residents participate in deficiencies hindered the development of community construction and further,with the community governance body and interests has become diversified,community construction can't adapt to the development of the socialist market economy,how to improve the level of the residents to participate in the community become one of the research emphasis and difficulty.This article from the domestic and foreign about community construction and participate in the research of comprehensive study of the community construction and the development status of residents participation,scholars emphasize the publicity of community service government should change the government's works,by the change of the role of the role of managers to the server,to community residents as a center for construction.The current our country residents to participate in the way and no clear segmentation,foreign experience is not many in China,also not on the level of the residents to participate in a very good evaluation measure.According to this research status,this paper sorted out the relevant concepts of community,grassroots autonomy and urban residents autonomy,civic participation and community participation,and based on the theory of democratic participation,governance theory,community governance theory and participatory democracy theory,made a theoretical analysis on the residents' participation in China's community construction.In this paper,the current situation of residents' participation in community construction was investigated based on the sample of TianJinGuajiasi street,and the questionnaire was designed and issued according to the actual situation of TianJinGuajiasi street.The questionnaire included three parts:individual factors,willingness of residents to participate in community construction,and current situation of residents to participate in community construction.Is analyzed by using the model of data,it is concluded that the influence factors of willingness and frequency of participation,see exist in the whole residents to participate in the participation rate is not high,participate in content imbalance,poor residents participate in community building initiative and participation motivation focused on its interests.The main reason for this situation is that the community residents do not have a high sense of ownership,the activities did not take into account the needs of individuals,the propaganda work is not in place to play the leading role of party members,and did not design a good benefit distribution mechanism.In order to solve these problems,we compared Shanghai and Chengdu are analyzed for ascension in the construction of community residents to participate in the experience,Shanghai and Chengdu in the community building gradually introduced a lot of legal documents,policy documents,to the community construction provides a good law and policy basis.Together we see Shanghai and Chengdu in order to promote residents participate in community construction,pay attention to play to the role of the community elite,attaches great importance to the party and the government's leading role,promote community engagement and sense of responsibility,pay attention to the reference of cash technology.The experience of community construction in Shanghai and Chengdu is compared with that in Tianjin,and the deficiency of community construction in Tianjin is found.Based on the investigation of TianJinGuajiasi street and the experience of Chengdu,Shanghai,in the community construction,we put forward the following Suggestions:based on the masses,design attractive,targeted and interesting community construction activities,strengthen publicity,give full play to the autonomy,enthusiasm and initiative of the masses and party members,do a good job in material and spiritual incentives,and pay attention to the interest distribution between communities and residents.Only by fully enhancing residents' sense of participation and enhancing their enthusiasm and sense of mission to participate in community construction can we better develop the spirit of community autonomy and promote community construction.By residents,social workers,residents'committees,the government's effective combination,effectively solve the residents in the community to meet various problems in life,enrich People's Daily life,people in the community of satisfaction and happiness,and thus realize the goal of our country's community construction and development of good self-governance among urban residents and promote the development of the country better.
