Study On The Construction Of Dalian VTS Duty Officers

Maritime security not only affects the happiness and sadness of tens of millions of families,but also determines the fate of shipping enterprises at home and abroad.It also has an important impact on national economic development and social security and stability.Vessel Traffic Service(VTS)is a department set up by the maritime department in accordance with relevant laws,regulations and rules to implement Vessel Traffic management and provide consulting services in this VTS region,in order to strengthen Vessel Traffic safety,maintain water Traffic order,improve Traffic efficiency and protect water environment.Vessel traffic management team is directly under the maritime system responsible for dynamic monitoring of vessel traffic management work in a team,mainly relying on the vessel traffic management system(VTS),and other electronic terminals to the field of traffic order to implement remote monitoring of unattended 24 hours a day.So far the national official compiling existing VTS attendant,1410 people,accounting for 19.36%of the total compiled directly under the maritime system.Vessel traffic management team in the maritime institutions belong in the system for the vessel traffic management center(VTS center),an abundant and superior quality,reasonable structure of the VTS center attendant team works smoothly of human security,is the new period "to become a first-class economic and international leading maritime administration law enforcement system" of the important conditions.With the reform of political and economic systems and the change of social environment,Chinese government departments are now in and will continue to be in the transition period for some time in the future.In recent years,problems such as insufficient personnel strength,lack of work motivation and insufficient professional quality of maritime departments have also been highlighted in the VTS duty force.Therefore,it is very important to adjust the structure of the VTS duty force,improve the working status of VTS duty,and exert the potential of human resources of VTS duty.This paper analyzes the new opportunities and situation of the contingent construction of Dalian VTS Center,and summarizes the present situation of the contingent construction of Dalian VTS Center.Using Maslow's theory of demand level,career planning,and motivation theory to analyze the existing problems in the process of construction and development,and draw on the experience of the VTS duty force construction in foreign developed countries and the important measures for the construction of the customs department in China.Then put forward the countermeasures to solve the problem of Dalian VTS team construction.
