Structure And Pedigree:the Power Dimension Of Villagers 'Autonomy

In the early 1980s,villager autonomy originated in Hezhai Village,Yizhou City,Guangxi Zhuang Autonomous Region.Together with the household contract responsibility system and township and village enterprises,it was hailed as the three historic creations of Chinese farmers.The villager autonomy system is a basic political system and an important part of the rural governance and village governance system in China.Its essence is the reflection of the relationship between the state,society and individuals in rural society,which reflects the balance with modest nature of state power and the desirability of social power and the autonomy of villagers' power.Villager autonomy is a unified rural governance system,which is a dynamic practice process under static text weaving and regulation.The operation process of the villagers 'autonomy system includes three aspects:the election of villagers' committees from the bottom up,the implementation of the functions of the villagers 'committees from the top to the bottom,and the supervision process of villagers' autonomy from the top to the bottom.Villagers' self-government is designed to allow every villager to meet internal needs and external security by normal and legal means.With the development of our country's socio-political economy and changes in the rural governance system,the villager's self-government system has become increasingly mature,has received good governance results in most of our country,stabilized the local rural social order,and promoted the realization of local grassroots democracy.However,in the practice of the villager autonomy system,alienation phenomena such as vacant villager autonomy,village committee autonomy,and even village official autonomy have appeared in some areas of China.The phenomenon of alienation of villager autonomy gradually replaced the normal process of villager autonomy in these areas,seriously weakening villager autonomy.The effectiveness of the system and social benefits has undermined rural grassroots democracy,disrupted the order of production and life in rural society,villagers have become increasingly politically indifferent,and the grassroots governance system has become increasingly rigid.This article borrows power theory,that is,the structure of power spectrum and power structure,and analyzes the phenomenon of alienation of villagers' autonomy.From the perspective of the power movement process,it is believed that the root of the alienation of villagers' autonomy lies in the incorrect expression,ordering,combination,and interaction of powers such as structural power and genealogical power in rural governance.Specifically,the power structure of villagers' autonomy appears to be vacant of contracting rights,the overriding of decision-making and enforcement rights,and the failure of supervision rights.The power spectrum of villager autonomy is characterized by the expansion of clan rights,dislocation of economic rights,breaks in cultural rights,and attachment of elite rights..The abnormal interactions and games of structural power and genealogical power of villagers 'autonomy extend the chain of power energy to the whole area of villager's autonomy activities,which directly leads to the interaction and game of villagers' autonomous multi-subjects and basic relations,and eventually deviates from the normal track.The alienation of villager autonomy.From the process of power expression,the allocation of rural social resources and discourse is affected by the interaction and game of genealogical power and structural power.On the one hand,from the perspective of system supply,the state has enacted laws,determined the discourse and resource allocation in the form of legal provisions,and reflected the unity of the will of the legislators and the will of the people.On the other hand,the operation of power makes the discourse and the allocation of resources determined by the state of winning or losing in the game of power,reflecting the unity of the will of power and the nature of power.For example,the conflict between the administrative village as the legal basic unit of villager autonomy and the traditional autonomous unit of rural society,the natural village,is unsuitable.It makes the practice of villager autonomy not only face the huge tension between reality and the system text,but also the conflict between the demand for villager autonomy and the actual system supply.Therefore,correctly understanding the various power movements in the village governance system and clarifying the relationship between the various power subjects are of great significance in correcting the phenomenon of villager self-government alienation and returning to the normal track of villager autonomy.
