Talents as a strategic resource has gradually surpassed technology,management and other factors,and has become the key to affect the development and maintain a competitive advantage of the entire organization.More and more organizations realize that only by adopting and guaranteeing a certain incentive measures and fully mobilizing the enthusiasm of the staff,can we stimulate their potential working ability and move towards to the common goal.Since the 18 th national congress of the Communist Party of China.under the concept of governing of the “Rule of Law and Run the Party Strictly”,the pace of reform of government institutions has constantly growing,Party Central Committee and The Sate Council have made a series of demands on the state staff,the government's focus has shifted from management to service.This paper makes an in-depth study on the current situation and problems of the management personnel of the urban sub-district office in HB district,on the basis of the research status and the optimization design of incentive scheme is carried out for existing problems,the aim is to realize the innovation of human management incentive in the street department,so as to ensure the healthy development and competitiveness of the staff.In the analysis of current incentive status and problems of street managers in HB district,firstly conducts a detailed investigation and interview on the staff of the sub-district office of HB district and then make a diagnosis of the current incentive status of HB district sub-district office by the actual investigation;Using Excel and SPSS software,the data were analyzed by factor analysis,correlation analysis and regression analysis.Finally found that there is a certain space of optimization in welfare treatment,performance assessment,learning and training,and the supervision of rewards and punishments;When optimizing the incentive scheme for sub-district managers in HB district,under the guidance of Maslow's hierarchy of needs theory,ERG theory,Two-factor theory and other related incentive management concepts,and learn from the foreign government's incentive programs and methods for public officials,as while combined with the reality of China and the region,designed the hierarchical scheme from three aspects: inspiration concept,Incentivestrategy and internal incentive measures.And,this paper puts forward some new perspective such as innovating the supervision and evaluation mechanism,setting up the personnel department and emphasizing the career planning,improved incentive scheme.In view of the particularity of its district organization and the limitation of its administrative system,the design of incentive programs has some difficulties in its implementation.However,if the role of organizational guarantee,incentive program design is feasible to a certain extent and in this way,a set of targeted,practical and effective incentive programs this paper proposes to better serve the administrative reform of the sub-district offices.
