According to the plan for the reform of the local tax collection and management system(hereinafter referred to as the reform plan)issued by the general office of the CPC Central Committee and the general office of the State Council on July 20,2018,the national tax system has carried out the reform of the local tax collection and management system,the combination of the local tax authorities at and below the provincial level,and the transfer of the responsibility for the collection and management of social insurance premiums and non tax income,with the purpose of building and optimizing An efficient and unified tax collection and management system,high-quality promotion of tax modernization in the new era,and better play the basic,pillar and guarantee role of tax in national governance.With the gradual promotion of the reform of the tax collection and management system,the knowledge reserve and comprehensive quality of the majority of tax cadres need to be strengthened and improved.The State Administration of Taxation also put forward the training policy of "promoting,improving quality and promoting tax by training".Initial training is the first planned and long-term important training for new civil servants in the tax system,which has a significant impact on the career of tax officials.Based on the field of the initial training of civil servants in the tax system,it is of great practical significance to study the implementation process of the initial training from the perspective of how to improve the competency of the initial civil servants.This paper studies the initial training of civil servants in the tax system of HN Province.Through questionnaire,data comparison,personal interview and other ways,it has a wide and in-depth understanding of the current situation of the initial training,analyzes and discusses the problems existing in the implementation of the initial training of civil servants in the tax system of HN Province,and introduces the competency and related theories in human resource management Finally,it puts forward some suggestions on the system construction of the initial training and training of civil servants in the tax system based on competency.This paper points out that there are some problems in the initial training of civil servants in the tax system of HN Province.One is that the orientation of training objectives is not based on the improvement of competency,the other is that the training content is not connected with the post competency,and the third is that the classification of training objects is not based on competency.Based on the analysis of the competency factors of the first-time civil servants and the current situation and shortcomings of the teaching institutions,and on the basis of learning from the training experience of foreign civil servants,this paper puts forward countermeasures and suggestions for the reform and improvement of the first-time training of civil servants in the tax system,clarifies the management concept of the first-time training,innovates the teaching layout of the first-time training,optimizes and changes the first-time training mode.
