Current Shanghai youth employment situation is urgent, "2030" Employment has become a widespread focus. Employment is the basis for the survival and development of youth. Unemployment make they hardly participate fully in social life and be difficult to deal with setbacks, healthy growth, which are easy to lead to a variety of social problems.To promote youth employment, to encourage them to have some technical content of the trainee posts for trainees, thereby enhancing the ability, professionalism and other professional quality, the former Shanghai Municipal Labor and Social Security Bureau since 2002, developed and launched in Shanghai Young Training Program.7 years of operation, so that trainees have achieved fruitful results policy, to a certain extent, eased the labor market, structural contradictions. However, in the process of policy implementation also found many problems. The Government put a lot of money, companies paid the cost of teaching in the youth but parents sometimes also feel disadvantaged, claiming their children acted as a "cheap labor." How the effectiveness of student expression policy? And what factors affect the student role and the effect of the policy?In this paper, Huangpu District, for example, from a young professional trainee status quo of policy implementation, through questionnaires, face to face interviews, analyzed the effects of policies that affect student three elements, which proposed to solve existing problems, the effectiveness of security policies play strategies and recommendations.This article is divided into four parts. The first part describes the research background, objectives, methods, combined with the status quo and policies related to the concept of explanation. The second part of the systematic analysis of the Huangpu District Youth Job Shadow work and the operation of the current problems and worries. The third part of the data through questionnaires and interviews, analyzes the impact of the policy effectiveness of three important factors. The fourth part of the research content of the discussion, and aimed at improving employment services and improve the management functions of the other methods the effectiveness of security policies put forward countermeasures and suggestions.
